IPS officers of old J&K cadre dominate AGMUT seniority list released by MHA

Dilbag at top, Mohanti, Srinivas, Swain, Choudhary in first 20

*Many officers hold prestigious posts at Centre

JAMMU, June 12: Director General of Police (DGP) Dilbag Singh topped the seniority list of Arunachal Pradesh Goa Mizoram and Union Territories (AGMUT) cadre in IPS released by the Union Ministry of Home Affairs while several senior officers posted in Jammu and Kashmir figured in top 100.
Dilbag, who will complete five years of Jammu and Kashmir Police (JKP) chief in September this year, is ranked No. 1 in the list of 287 IPS officers of AGMUT cadre. He is 1987 batch IPS officer and has held several prestigious posts in J&K before becoming head of the police force on September 6, 2018.
Another officer of erstwhile Jammu and Kashmir cadre Lalat Indu Mohanti figured at No. 10 in the AGMUT cadre seniority list. Presently on Central deputation, Mohanti also holds prestigious post of Special Commissioner in Delhi Police. He has also served as IG in the Border Security Force (BSF) New Delhi besides holding major posts in the erstwhile State of Jammu and Kashmir. Mohanty is an IPS officer of 1989 batch.
Dr B Srinivas, who was recently posted as DGP Puducherry after being transferred from here where he was serving as DGP Home Guards/ Civil Defence, is at No. 17 in the seniority list of AGMUT cadre while Rashmi Ranjan Swain, Special DG CID Jammu and Kashmir figured at No. 19. AK Choudhary, Special DGP Crime Jammu and Kashmir is at 20th place in the seniority list.
While Srinivas is an IPS officer of 1990 batch, Swain and Choudhary belonged to 1991 batch.
Pankaj Saxena, who is an IPS officer of 1992 batch from erstwhile Jammu and Kashmir cadre and is presently on deputation with the Government of India, is listed at Serial No. 26th in the AGMUT cadre seniority list.
Deepak Kumar, Managing Director Police Housing Corporation (PHC) and DG Prosecution figured at 28th slot while Syed Javaid Mujtaba Gillani, Additional DGP Armed is at 32nd place. Kumar is an IPS officer of 1993 batch while Gillani belongs to 1994 batch.
Dr Shiv Darshan Singh Jamwal, who was recently posted by the Union Ministry of Home Affairs (MHA) as Ladakh Police chief from Additional DGP Security and Director SSG J&K, Satish Shriramaji Khandare, Ladakh Police chief who has proceeded on deputation as IG BSF, Rajesh Kumar, Additional DGP who is on deputation to Central Reserve Police Force (CRPF) and Tsewang Namgyal Kalon, Additional DGP who is on deputation to SSB, are placed at Serial Nos 40 to 43 in AGMUT cadre seniority list.
All of them are IPS officers of 1995 batch.
Mukesh Singh, Additional DGP Jammu Zone, an IPS officer of 1996 batch who served National Investigation Agency (NIA) for more than 15 years and worked out several prestigious cases there, figured at 47th place in the seniority list while Manish Kishore Sinha, Additional DGP Headquarters and Coordination is at 48th place. He too is an IPS officer of 1996 batch.
Sunil Kumar, Additional DG Railways Jammu and Kashmir, an IPS officer of 1996 batch, is at 52nd place while Garib Dass, Director Sher-i-Kashmir Police Academy Udhampur, Vijay Kumar, Additional DGP Kashmir and Alok Kumar, Additional DGP and Director Fire & Emergency, are placed at 60-62 ranks. They are IPS officers of 1997 batch.
Anand Jain, Director Anti Corruption Bureau (ACB) and Nitish Kumar, IGP CID figured at 68th and 69th places in AGMUT cadre seniority list. Both of them are 1999 cadre IPS officers.
Swayam Prakash Pani, former IGP Kashmir, now on deputation with the NIA is at 71st place. He is 2000 batch IPS officer.
Significantly, Jammu and Kashmir has not been mentioned against the name of Basant Kumar Rath like other officers who belonged to erstwhile cadre of Jammu and Kashmir. He is placed at No. 74. Rath is an IPS officer of 2000 batch.
Uttam Chand, IGP and former SSP Jammu and presently on deputation to Cabinet Secretariat as Deputy Secretary is at 79th place while Vidhi Kumar Birdi, who is on deputation to NIA is at 84th slot. They are IPS officers of 2002 and 2003 batch respectively.
Atul Kumar Goel, IGP, who is on deputation to Cabinet Secretariat and Bhim Sen Tuti, IGP Headquarters, both IPS officers of 2004 batch, figured at 92nd and 94th places respectively.
Amit Kumar, DIG on deputation to NIA, Sunil Gupta, DIG Doda-Ramban-Kishtwar, Sujit Kumar, DIG Central Kashmir, Vivek Gupta, DIG North Kashmir and Mohammad Suleman Choudhary, DIG Udhampur-Reasi range figured at Serial Nos. 123, 130, 131, 132 and 135 respectively. Amit is an IPS officer of 2006 batch while rest four DIGs are IPS officers of 2007 batch.
