How can an employee be supposed to be all ”content” with keeping one without confirming in government service for as long as 18 years and with no revision in the salary structure, can better be explained by the obsolete system of constituting Committees and Sub-Committees to submit recommendations and expert views on the issue. The problem of Community Information Centre operators working in UT Rural Development Department need to be resolved as they have been denied their own minimum “development” to the extent of not being regularised and not taken out of the position of consolidated salary system. How is it that the committees formed to look into the issue have not even held a meeting and while one was scheduled to take place has been postponed indicating that the administration wanted to avoid, defer, prolong , maintain status quo and in fact, dodge these employees.
We have been reiterating that there is the need, now as never before, to formulate a solid, cogent and elastic personnel policy in Jammu and Kashmir and these ad-hoc measures and piecemeal solutions etc are in fact aggravating the situation than easing any and are in fact spreading discontentment and a propensity not to perform or work as expected among the aggrieved employees. Moreover, these employees have ”added claims” in that they have been recruited under a well established process and never from ”backdoor” entry points. Please, therefore, resolve the issue at the earliest and while doing so, facts and transparency should be made vivid and known to the aggrieved employees about the serious steps being taken by the Government in his regard.
