ITI Zainakote

J&K Housing Board, to which the construction of Industrial Training Institute at Zainakote near the city of Srinagar had been allotted has failed to complete the assignment and is giving one or the other pretext. One pretext it proffers is that the ground on which the building is to be raised needs to be tested whether the structure will come up as load bearing structure or in Reinforced Cement Concrete (RCC) structure. It takes the executing agency eight years to decide which choice has to be adopted. This is a big joke. The people in the area were enthralled when they came to know that an ITI complex was coming up. This college is of immense importance to the youth who will receive training in various industrial skills and then will be able to manage their livelihood. But their hopes are dashed o the ground. We have learnt that after years of discussion on which pattern is to be adopted for raising the structure on low level ground it was decided that RCC pattern was advisable and thus was finally recommended after years of brain hammering. But obviously it appears that since change of pattern has been accepted and RCC is the norm, the cost of RCC construction is always more expensive. The next question will be of adequate funding. Who can say how many more years will be needed to make funds available for the new pattern. All this does not bode well for the ITI under contemplation and the people may have to wait endlessly for the day when the institution will come up and their youngsters will find admission and training in different skills. But maybe some miracle happens and the unwilling Government gets the whim of providing it with adequate funds and seeing to it that the institute is raised and made functional.
