Jammu Courts paralysed

Sir,
Apropos your news item “CJ takes serious note of delay in disposal of old cases” (Daily Excelsior 22 Nov 2019), I would like to draw the attention of the judicial and the executive authorities towards the harassment caused to common litigants due to frequent strikes by the Jammu high court bar association for anything and everything. Presently, they are on strike to protest against transfer of registration powers from the judiciary to the executive. Logic of protest is not understood. Judiciary is being unburdened from registration work so as to be able to attend to pending cases. So far as advocates are concerned, their requirement in the preparation and presentation of documents for registration will remain the same as earlier. If there is anything illegal in government order of transfer of registration powers to a different setup, the same should be contested on merit in court of law for which no one is more equipped or qualified than the members of bar association. Only victim in this situation is poor litigant whose endeavour for achieving human right to justice is being delayed and thus denied. I am sanguine that Hon’ble Chief Justice must have taken note of the above fact and that some action may be taken at the earliest to save the poor litigants of Jammu from the harassment.
