Almost every day on an average, for the last few months, there is one or the other or host of initiatives taken by the Government of Jammu and Kashmir for the benefit and facilities of people of the UT. A fresh basket of various developmental, reformative and jobs oriented 11 days long ambitious “Jan Abhiyan” is going to be launched across Jammu and Kashmir. While the intent and the purpose of such initiatives is to give a feel of responsive and people centric administration in place, it needs to be emphasised that it should be duly ensured that such initiatives and programmes practically succeeded in their mission by showing encouraging results on the ground.
The “Back to Village” programme has proved a good initiative and with added spirit of “Get up and go”, the results were really encouraging. Giving a gradual but a strong push to online system, introduction of e-payments, making redressing mechanism of public grievances more purposeful, online central inspection system on J&K single window system by Industries and Commerce Department, streamlining the working of Food and Civil Supplies Department and rationing process and host of new initiatives are bound to bring about necessary changes and resolving many issues of importance provided implementing mechanism was fully supported, strengthened and thus made accountable.
In this connection, ahead of fourth such initiative proposed to be given shape shortly, certain fresh programmes have been chalked out and targets fixed in various sectors. Since unemployment is a major problem in Jammu and Kashmir and the resolution thereof seen rather preferably through getting engaged in Government jobs only by most of the unemployed, yet there being almost a saturation point already reached and there being limitations in comparison to the existing number and the new numbers getting added into the list of unemployed each year, self employment opportunities provide equally the alternative and lasting solutions for which a target of covering 63000 eligible persons has been fixed. Another way of providing direct and indirect employment to people including those not adequately qualified academically classified as uneducated unemployed, 100 new tourist destinations are going to be identified, demarcated and developed as decided by the Government. The project needs to be started at the earliest and completed too within the specified timeline.
Not only that, new projects worth Rs.6248 crore which are to come up and require land there-for, provisions have been made since land is the first and the most required requirement for any project to come up for which Industries and Commerce Department must take early steps. That was going to brighten the prospects of more private investments in the UT. Since the said “Abhiyan” is holistic in nature, it means active involvement of more UT departments hence shouldering responsibilities, clearing intra departmental papers and queries, if any, speedily and thus coming out with enviable performing results. Moreover, it is assumed that Finance Department has arranged sufficient resources to fund various new schemes under the Jan Abhiyan particularly meeting the target of at least 15 persons per village Panchayat getting self employed through the designated Bank, EDI and Labour Department as also for executing of other projects.
Food, ration and distribution, associated issues and grievances carry much importance and since it has been decided, as part of the Jan Abhiyan, that the concerned department shifts cent percent to Ration Card Management System (RCMS) as online service in this respect shall remove prospects of any sort of confusion and manipulation about distribution process, it needs an early compliance. The process will generate ration card requirements of the eligible persons who in most of the cases, in absence of uniform rules, are denied Ration Cards. We feel that a tempo and zeal will be undoubtedly seen during the 11 days of the campaign but it must be ensured that such an enthusiasm and implementation process continues even thereafter failing which such “Jan Abhiyans” shall carry little importance.
