JDA to route building permission cases through UTEIC

JAMMU, Sept 19: In a major decision, the Jammu Development Authority has decided to route all building permission cases of commercial establishments through UTEIC headed by the Divisional Commissioner Jammu.
The meeting to clear building permission cases was convened by the BOCA of JDA under the chairmanship of Rajesh Kumar Shavan, Vice Chairman where around 13 cases of residential houses were cleared.
The meeting was attended by Senior Town Planner JDA, XEN PHE Div I, II and II, Executive Engineer Town and Drainage, XEN PDD, Tehsildar JDA representing DLM etc.
It is pertinent to mention that the Govt vide Order No. 190-HUD of 2001 dated 14-08-2001 has ordered that all the building permission cases which generate traffic like hotels, malls, shopping lines etc have to be placed before the UTEIC    (Urban Transport Environment Improvement Committee) headed by Divisional Commissioner Jammu. The other members of the UTEIC are IGP Range, IGP Traffic, VC JDA/SDA, Administrator, Municipality Jammu/Srinagar, SE (R&B) Srinagar/ Jammu, Chief Town Planner, Jammu/Srinagar. However, there was no proper implementation of this order and many cases have been cleared by JDA at its own without routing it through UTEIC in the past. The Jammu Development Authority had itself interpreted it on floor area basis and cleared the cases.
The BOCA today reversed its earlier stand and decided principally to implement the Govt Order in its true sense to implement the new Master Plan.
While deliberating the issue, the Vice Chairman said that JDA will act tough against the violators and not allow any establishment to come up without proper building permission. He said that the list of violations within JMC limits will be forwarded to concerned authorities in first instance and thereafter in case of inaction the same will be dealt under rules.
The BOCA in the meanwhile cleared 13 cases brining nil pendency with JDA. The JDA has further decided to hold similar meetings on fortnightly basis.
