JEA’s concern over “arbitrary” actions regarding transfer of JSD divisions to MC

Srinagar, Feb 25: The Kashmir PHE Joint Employees Association today expressed concern over what it called “arbitrary” action regarding the transfer of Jal Shakti Department (JSD) divisions to Municipal Corporations.
Addressing a press conference, Chairman of the Kashmir PHE Joint Employees Association, Sajad Ahmad Parray, alleged blatant discrepancies in the implementation of Order No. 39 JK (JSD) of 2021, issued under the 74th Constitutional Amendment by the Administrative Council.
“While this order was implemented in its entirety in Jammu, the situation in Kashmir presents a stark contrast, marred by manipulation, mismanagement, and legal entanglements,” he said.

The order issued by the Administrative Council mandated the transfer of specific Jal Shakti Department (PHE) divisions in Jammu & Kashmir to Municipal Corporations, along with their employees, funds, and infrastructure.
Parray noted that the matter remains sub judice, with two cases pending before the Supreme Court, further complicating the plight of employees and the functionality of the water supply system.
He added that in response to the escalating crisis, the Government constituted a high-level committee, headed by the Chief Secretary of J&K, tasked with assessing and resolving the issues affecting employees and public services.
“Additionally, the Additional Chief Secretary of the Jal Shakti Department sought a comprehensive report from the Chief Engineer, PHE Kashmir, detailing the challenges faced by employees and the water supply system,” he said.
However, Parray alleged that “obstructionist elements” within the Chief Engineer’s office in Kashmir were blatantly disregarding Supreme Court orders, misleading senior officials, and pursuing vested interests at the cost of public welfare.
Parray warned that if their demands were ignored, they would have no option but to hold a peaceful protest rally on February 27, 2025, from the Water Works Division Srinagar to the Chief Engineer’s Office.
