JJSF alleges bungling, corruption in DGISM

JAMMU, June 9: Alleging huge bungling and corruption in the Directorate General of Indian Systems of Medicines, J&K, Jammu Justice Secular Forum (JJSF) has appealed the Health Minister to personally look into the matter.
While addressing a press conference, here today, Advocate Pushvinder Singh, president, Jammu Justice Secular Forum alleged that the Directorate General of Indian Systems of Medicines has become the hub of corrupt practices and lakhs of rupees were being looted by the blue eyed persons of DG ISM who has nominated few individuals as Nodal officers/Assistant District Medical Officers without any Government order/approval and without following any seniority list of the Department.
“Lakhs of Rupees were transferred from the official account of DGISM to the personal account no. 1203040100010491 (J&K Bank) of one Dr Rohit Gupta, Nodal Officer IEC activity, Jammu Division which is totally illegal and against the Financial Code of Civil Services Rules,” he added.
Further, he said, DGISM purchased machineries/equipments for various ISM institutions which are of no use and are lying unutilized for the last several years and such purchases were possibly made against some considerations.
“In the year of 2010, Government of India had sanctioned Rs 1,27,47000/- for the up gradation of eligible hospitals as Grant-in-Aid to Government of J&K under the Centrally sponsored scheme for mainstreaming of AYUSH under NRHM 2009-10-Reg. Rs 1,07,71,000/- were released as 85 percent Central Government share for the implementation of the scheme and the balance 15 percent share was supposed to be provided by the State Government of J&K. The DGISM J&K projected Shelteing Unani Hospital as one of the two Hospitals to be upgraded as per this scheme whereas on the other hand the fact is that the said Shelteing Unani Hospital was not in existence at that time and came in existence only in 2012 which clearly proves that something fishy happened in the said sanction of the Government of India,” Mr Pushvinder alleged. Moreover, he added, Rs 63.36 lakh were also sanctioned by GoI through same scheme for the up-gradation of Jammu Ayurveda Hospital but surprisingly not even a single penny was spent on it.
Seeking action against the corrupt officers involved in the AYUSH scam, Pushvinder warned that if no action is taken, JJSF would be left with no option other than to launch protest demonstrations at every nook and corner of the State.
