J&K among top 3 for construction of road length under PMGSY

Quality indicators better than national level average

JAMMU, Apr 20: In a major achievement, Jammu and Kashmir has been once again ranked among top three at national level for construction of road length per year under Pradhan Mantri Gram Sadak Yojana (PMGSY).
Maintaining its rank for the second consecutive year, the Department of Public Works (R&B) constructed PMGSY road length of 3284 kms during the year 2021-22 and connected 114 habitations through road networks by executing 427 schemes in the year.
Official sources told the Excelsior that an average 9 kms of road length was constructed per day, which was slightly higher than the achievement for the year 2020-21 when 3167 kms of road was constructed with an average of 8.67 kms per day and 119 habitations were connected under PMGSY.
Thus, J&K has continued to improve its performance for construction of road length per year since 2018-19 as its ranking advanced from 12th to 9th in 2019-20 and then third for the consecutive years 2020-21 and 2021-2022, sources added.
Besides registering impressive ranking for construction of road length per year, Public Works Department (PWD) of J&K Government has also shown excellent performance in achieving quality indicators, which are better than national level average for the year 2021-22.
While elaborating, sources said that in the year 2021-22, J&K satisfactorily completed 94.25 percent PMGSY road works whereas the national level average in this respect was 92.81 percent. Similarly, 94.69 percent of works were satisfactorily going on while national level average in this respect was 93.36 percent.
Further, sources added, J&K established 98 percent labs and submitted 90 percent Action Taken Reports (ATRs) while the national level average for the same was 93 percent and 67 percent, respectively.
For adherence to quality control protocol, Department of Public Works conducted 1851 State Quality Monitoring (SQM) inspections and 124 National Quality Monitoring (NQM) inspections during the year 2021-22.
During the year, sources informed, 356 grievances were redressed on MERI SADAK and 32 on CPGRAMS while in the previous year (2020-21), 296 grievances were redressed on MERI SADAK and 26 on CPGRAMS.
Pertinent to mention that MERI SADAK and CPGRAMS ( Centralized Public Grievance Redress and Monitoring System) are online platforms available to the citizens 24×7 to lodge their grievances to the Government.
During the last three years, J&K not only improved its achievement in construction of road length per day but also blacktopping of roads. In the year 2021-22, average 20.28 kms road length was blacktopped per day whereas in 2020-21 and 2019-20, road length blacktopped per day was 15.06 kms and 6.27 kms, respectively.
For these achievements, sources said, credit goes to the recent reforms undertaken in PW(R&B) Department, headed by Commissioner/Secretary Shailender Kumar. These reforms included implementation of J&K PWD Engineering Manual 2021, formulation of Road Maintenance Policy-2021, J&K Macadamization (execution and quality control) and DLP Enforcement Manual, SOP for regular departmental actions, introduction of online management monitoring accounting system, introduction of two-party quality control mechanism, introduction of Tameer Taraqqi and Hamari Sadak mobile Apps, etc.
