J&K Ayurvedic Congress urges Govt to streamline ISM Deptt

JAMMU, May 2: All Jammu and Kashmir Ayurvedic Congress has expressed its grave concern over alleged mismanagement, adhocism and administrative inertia prevailing in the Department of Indian System of Medicine (ISM).
A meeting in this regard was held here today, wherein the participants observed that the situation has worsened to the extent that State Accountability Commission (SAC) has taken the cognizance of the malfunctioning and administrative breakdown and directed State Government either to streamline the department within three months or divert Rs 100 crore budget to Health Department for health care.
“We strongly believe that indictment by SAC is awakening call for all concerned and well wishers of the AYUSH systems in the State. The very accountability and credibility of the ISM Department as well as AYUSH Systems is at stake and has been made questionable. Ironically enough, persons at the helm of affairs since more than one decade, instead of grassroot meaningful and purposeful development, have contributed largely for adhocism and stagnation. The inexplicable policy of apathy and discrimination by State Government has also contributed to the miserable existential mess, the speakers alleged.
They further opined that it was  beyond any logic or comprehension to expect judicious functioning of the department when  as many as 134 institutions out of total 506 institutions are functioning single handedly since almost 36 years,  as many as six non sanctioned pioneer schemes are being managed on internal arrangement basis by withdrawing staff from regular sanctioned dispensaries mainly from remote rural areas leading to malfunctioning of these dispensaries and staff is working on internal arrangement without any proper alternative for their original place of posting.
AJKAC impressed upon State Government to do away the decades old policy of  neglect, apathy and discrimination against Ayurveda and Unani in the State and initiate all necessary remedial measures which include sanction of staff for administrative and other pioneer schemes, in order to provide proper impetus for  judicious functioning of the AYUSH Department in the State.
