J&K facing Rs 236 cr liabilities under MGNREGA

JAMMU, Mar 20: Jammu and Kashmir is facing liabilities to the tune of Rs 236 crore under Mahatma Gandhi National Rural Employment Generation Scheme during the current financial year.
This was disclosed by Minister for Rural Development, Abdul Haq Khan in the Legislative Assembly while responding to the question of CPM MLA, Mohd Yousaf Tarigami.
The maximum liabilities are in the districts of Kupwara (Rs 6328.19 lakh), Kishtwar (Rs 4115 lakh), Jammu (Rs 3015 lakh), Kulgam (Rs 2038.40 lakh) and Ganderbal (Rs 1447.26 lakh).
The Minister also informed the House that total 100.89 lakh mandays have been generated till February 2015, which is 35% of the approved mandays of 288.20 lakh during the current financial year.
Commenting on the figures provided by the Minister, CPM MLA, Mohd Yousaf Tarigami said, “this scheme, which has done wonders in many parts of the country, has failed to provide benefits to the targeted population in Jammu and Kashmir”.
“The maximum benefit of this scheme has been obtained by the contractors and prevailing situation demands that Government identifies the officers responsible for less number of mandays and take stern action against them”, Mr Tarigami said.
The Minister assured the House that he would leave no stone unturned to ensure proper implementation of the schemes for which necessary directions have already been issued to the officers concerned.
Government has clearly spelled out timelines for each officer involved in the execution of Rural Development works, setting a timeframe of 33 days to complete the entire process for finalising the project DPR and its clearance, the Minister said.
He further said that all works to be undertaken have to be completed within the new timeline framed by the department and the monitoring cell of the department has been strengthened to ensure that the order is followed in letter and spirit.
“To ensure transparency in execution of the works in field, the general public and the Gram Sabhas would also be involved and entire process video graphed”, the Minister said, adding “each work would be completed in time, for which the necessary directions have been issued to the concerned officials”.
