‘Civilian killings down during 7 years of Modi Govt’
FM refers to DDC, BDC polls, Industry Scheme

JAMMU, Nov 7: The BJP National Executive Committee (NEC) meeting held in New Delhi today noted with satisfaction that Jammu and Kashmir is moving towards peace and development and there has been sharp decline in violence and civilian killings as it referred to abrogation of Articles 370 and 35-A and implementation of `Ek Vidhaan Ek Pradhaan Ek Nishaan’ in the Union Territory.
BJP president Jagat Prakash Nadda, in his inaugural address to the meeting, referred to abrogation of special status of Jammu and Kashmir (Articles 370 and 35-A) on August 5, 2019 leading to fulfillment of `Ek Pradhan ‘Ek Vidhaan Ek Nishaan’, a dream of Shyama Prasad Mukherjee.
“The repeal of special status has led to implementation of many Central Laws in Jammu and Kashmir. These Laws couldn’t be implemented earlier in J&K due to Article 370,” the BJP leaders from Jammu and Kashmir, who attended the meeting virtually from here quoted Nadda as saying during his address to the National Executive Committee.
Prime Minister Narendra Modi, Jagat Prakash Nadda, Union Home Minister Amit Shah, Defence Minister Rajnath Singh, Finance Minister Nirmala Sitharaman and Union Minister for State in the Prime Minister’s Office (PMO) Dr Jitendra Singh physically attended the meeting among others while BJP UT chief Ravinder Raina, Ashok Koul, general secretary (organizations), former Deputy Chief Ministers Kavinder Gupta and Dr Nirmal Singh, former Minister Priya Sethi, Darakshan Andrabi and Ghulam Mohammad Mir joined the meeting from here virtually besides others.
BJP veteran LK Advani attended the meeting via video conferencing.
A political resolution adopted by the BJP said terrorism related incidents have significantly gone down in Jammu and Kashmir during seven years rule of Narendra Modi Government.
As per the political resolution, 2081 persons died in Jammu and Kashmir between 2004-14 (the rule of UPA Government-I and II headed by Dr Manmohan Singh) while only 239 civilians were killed from 2014-21 (the tenure of Narendra Modi Government at the Centre). This clearly indicates that violence and killings are on decline in Jammu and Kashmir during the rule of BJP Government at the Centre.
Speaking to media persons at the venue of National Executive Committee, Finance Minister Nirmala Sitharaman cited data to suggest that the terrorism-related incidents have gone down in Jammu and Kashmir.
She also quoted the political resolution adopted by the BJP National Executive Committee to this effect.
“We also discussed as to how after the abrogation of Article 370 in Jammu and Kashmir, the Block Development Councils and District Development Council elections were conducted and how people are willing to come out to participate in democratic processes,” Sitharaman said.
“I would also like to highlight the Industry Promotion Scheme worth Rs 28,400 crore, which was launched in Jan 2021, for Jammu and Kashmir,” she said.
The Finance Minister added that 54 projects worth Rs 56,201 crore have also been launched.
“Today, because of the Jan Aushadhi Yojana, affordable medicines are being made available to the poor and middle class. Also, over 75,000 health and wellness centres have been set up,” she added.
The BJP National Executive was of the view that Jammu and Kashmir has started marching towards the path of peace, progress and development following abrogation of special status and that change is now quite visible in the Union Territory.
It may be mentioned here that nearly 70 Central Ministers visited Jammu and Kashmir during 50 days long second Public Outreach Programme undertaken by the Central Government to assess problems faced by the people, review developmental works and projects and initiate new works. The Ministers, as exclusively reported by the Excelsior today, have started submitting their reports to the Prime Minister’s Office (PMO) and the Union Ministry of Home Affairs (MHA). The first public outreach by the Central Ministers was conducted in January 2020.
The BJP leaders said basic focus of the National Executive Committee remained on seven States which will go to polls next year. They are Uttar Pradesh, Uttarakhand, Punjab, Manipur, Goa, Gujarat and Himachal Pradesh. While first five States will have elections in February-March, next two will witness polls at the end of 2022.
