J&K mulls policy on school vehicles

JAMMU, Apr 14: As the concerned authorities are confronting hurdles in strict implementation of Supreme Court guidelines on school buses, Jammu Kashmir is mulling to have a State policy for regulating all kinds of vehicles engaged for transportation of school children.
A long term comprehensive policy for ensuring safety of school children and implementation of SC guidelines besides taking into consideration the constraints of school managements, is being formulated by the State Transport authorities, authoritative sources informed the Excelsior.
Main feature of the policy is to encourage private players by waiving off passenger tax on the vehicles hired for school duty provided they fulfill all the norms laid down by the Apex Court in this regard, sources explained.
The policy will also regulate the private vehicles like small vans and auto-rickshaws, which are directly hired by the parents or teachers without knowledge of the school authorities.
According to the sources, the purposed policy has almost been formulated and is being given final touches for submission of the same to higher authorities within days and then formal approval of the State Government before its implementation.
As the Jammu and Kashmir has so far no policy on transportation of school children, the authorities are learnt to have been confronting some hurdles in implementation of Supreme Court guidelines on school buses.
