JKADSA opposes exclusion of AOs cadre from induction in JKAS

SRINAGAR, Dec 22: The JKADSA (Ministerial Federation) has expressed serious concern over the apprehensions of exclusion of the J&K Administrative Officers (Gazetted) Services from induction in JKAS.
In a meeting of the organistion held under the leadership of Geelani Naik, its president, at Srinagar, the members pointed out that not even a single cadre review had been carried out for whole clerical cadre outside Secretariat since inception date that is 1961 and due to non-availability of promotion avenues, whole clerical cadre sinks down and Government’s silence on this issue has put the whole clerical cadre under serious mental stress.
It is learnt that this exercise is being done despite the fact that Government had stated that ” the Cadre review of Clerical cadre of all Departments is under consideration of the Government, which will solve all grievances found in concerned cadre or in promotions’. It is imperative to mention here that as per the Schedule-B of the Jammu and Kashmir Gazetted Services Recruitment Rules issued vide SRO 226 of 1978, 50 % quota of total vacancies was available for induction as well as in Gazetted Service to the Clerical Cadre of Secretariat and outside (HoD Cadre), but unfortunately such career progression had been snatched.
The exclusion of the said service will be in violation of rules and if the feeding cadre of Administrative officers are excluded. The Clerical cadre as no other option but to strongly raise the voice, which resultantly compelled the Federation to confront and to adopt path of agitation. They sought the intervention of Lt Governor and the Chief Secretary in to the matter.
