JAMMU, Nov 24: Jammu and Kashmir Agriculture Technocrats Association (JKATA) today expressed their resentment over unconstitutional and unilateral promotion orders of Field Assistants Grade-I into JAEOs, issued recently by Director Agriculture Kashmir, Altaf Aijaz Andrabi.
JAKATA president Surinder Radotra said that Director Agriculture Kashmir, who is going to retire soon, carried out the surreptitious act of conducting DPC and consequent promotions of Field Assistants Grade-I to Junior Agriculture Extension Officers (JAEOs) and Field Assistants Grade-III to Field Assistant Grade-II without taking candidates of Jammu Division on board.
Radotra said that JAEO is a State/UT cadre post while Field Assistant Grade-I is a divisional cadre post. He said that neither Director Agriculture Kashmir nor Director Agriculture Jammu is authorized to promote employees on Divisional cadre posts to State/UT cadre posts but once again Director Agriculture Kashmir acted against the spirit of various SROs and issued promotion orders of Field Assistants Grade-I to JAEOs.
“Moreover, the DPC matter of promotion to JAEO cadre is subjudice and it has been clearly instructed by the court in its recent judgement that the post of JAEO is State/UT cadre post. The matter has been referred to CAT for final verdict but the Director Agriculture Kashmir even did not respected the court orders,” he added.
The JKATA president said that the Commissioner Secretary Agriculture, Navin Kumar Choudhary already cancelled DPC of AEAs three times on the request of AEAs of Jammu Division but they are unable to understand that what prompted Director Agriculture Kashmir to conduct DPC for state/UT cadre post of JAEO when he has been clearly instructed by the Department to desist from such acts and is going to retire on November 30, 2020.
Radotra said that this unconstitutional act of Director Agriculture Kashmir at the fag end of his superannuation needs to be looked into by the Anti-Corruption Department as he violated all SROs and even court orders to effect promotion of Field Assistants Grade-I to JAEOs.
