JAMMU, Sept 14: The Jammu and Kashmir Electrical Engineering Graduates Association (JKEEGA) J&K led by its general secretary Sachin Tickoo today called on Atal Dulloo, Chief Secretary J&K here at Civil Secretariat, Jammu in which Members of Executive Council Rajeshwar Jamwal, Yash Paul, Parshottam Lal Sharma, Vishal Singh Chib, Ankush Sharma, Ankush Gupta, Vijay Sharma, Rajeev Gupta, Vipul Sharma, Illiyas Haroon accompanied.
The delegation while discussing the progress of the issues projected before the Government particularly with respect to the re-instatement of the Gazetted Engineers numbering four from JPDCL and 3 from KPDCL, urged the Chief Secretary to reinstate the Engineers who had been suspended on account of poor billing / collection efficiency in their respective areas of jurisdiction, without taking into account the terrain, infrastructure, and manpower constraints in their areas and have been put under prolonged suspension exceeding more than six months now.
They pleaded that these officers have been working hard at their places and making all efforts to improve the Revenue billing/collection efficiency. The testimony in this regard has been the recommendations for reinstatement of these engineers made by the respective Managing Directors of the corporations and Principal Secretary PDD also has recommended the reinstatement. The members appealed to the Chief Secretary J&K to reinstate the engineers on emergent basis as this arbitrary action has not only caused deep mental trauma to the affected, but overall morale of the employees is at its lowest ebb.
JKEEGA also exhorted upon the Chief Secretary to expedite the regularization process and clear the proposal of Regularization of the serving and the retired engineers as per the mandate of the State Administrative Council decision dated October 22, 2019 and seek the proposal on emergent basis from PDD.
They pointed out that scores of posts at all levels from Junior Engineer to Superintending Engineers Level are lying vacant. As far as vacancy position is concerned, 22 posts of SEs, 67 XEnd, 109 AEEs, and 350 JEs are lying vacant, leading to scores of positions being manned on additional charge basis. The Executive Engineers and Superintending Engineers are finding it hard to manage their presence at multiple places due to the multiple charges. There is an urgent need to expedite the clearance of the promotion proposals.
