JAMMU, Oct 20: A delegation of Jammu & Kashmir Electrical Engineering Graduates Association (JKEEGA) called on the Chief Minister Omar Abdullah and discussed the burning issues of the PDD engineers with him.
Led by Sachin Tickoo, general secretary, JKEEGA, the members submitted a detailed memorandum to the Chief Minister and sought his urgent consideration. They said the current sitting Managing Director (JKPTCL)/Chief Engineers/Superintending Engineers are all Assistant Engineers and most of the sitting Executive Engineers are Junior Engineers in substantive capacity and are only officiating the higher assignments in the capacity of Incharge, with no emoluments of the higher positions. Despite the State Administrative Council decision dated 22/10/2019 and constitution of Empowered Committee vide Government Order No.308-JK(GAD)of 2020, dated: 02.03.2020, the regularization issue has not been resolved.
Further the members of the J&K Engineering Gazetted Services had been time and again representing for Time Bound career progression scheme (ACP) as available to Doctors/VAS and other technical services including Subordinate judiciary as well. The matter had been considered in the Finance Department and accordingly, the proposal of Time bound promotion scheme for members of the J&K Engineering (Gazetted) Services was approved by the then State Cabinet vide Cabinet Decision No.109/6/2018Dated-11/05/2018. However, the formal notification didn’t see light of the day only in respect of the Engineering services. However, for Gazetted Police and JKAS services, notification had been issued, causing grave injustice to the engineers.
They further claimed that Corporations sent an indent to SSRB for recruiting 300 Junior Engineers into the corporations, the same needs to be expedited as there has been no recruitment of Junior Engineers since last six years in Power Development Department. JKEEGA also sought the filling up of the vacant positions across the hierarchy with the following positions vacant: MD-1, ED-3, CE- 6, SE-22, Xen-70, AEE-111. It also sought the revocation of the suspension of the engineers suspended on account of poor billing efficiency and AT&C losses.
JKEEGA expressed serious reservations about the implementation of the Tariff Based Competitive Bidding Mode(TBCB) for Transmission/Sub Transmission infrastructure vide SAC decision 11/01/2024 dated 18/01/2024 which shall lead to handing over of the Transmission assets to private players for minimum lease period of 35 years and it shall drain the state exchequer for years to come as Tariff shall be off loaded on end consumer and our assets and source of employment for youth in Govt sector shall also diminish drastically.
