JKGPAOA demands finalization of seniority

JAMMU, Feb 27: The Jammu and Kashmir Graduate Promotee Agriculture Officers Association (JKGPAOA) held a meeting, under the Chairmanship of its President Ragbir Antahal, here today.
The meeting demanded the finalization of seniority list after filling up the quota of promotees as per share and also demanded stoppage of temporary promotions especially, in favour of Direct Recruits appointed from 1988.
The meeting observed that due to loopholes in the implementation of Agriculture Gazetted Service Rules of 1988 right from the beginning, the situation has turned alarming as almost 99 percent of Officers from Class-VII Gazzetted Cadre to Class-I (Head of Department) level are working as In-chages.
The President revealed that with continued non-finalization of seniority, the Government instead of appointing temporary director in violation of rules has recently preferred to post non-technical Director of Jammu Division from KAS Cadre.
The President appealed the Government not to issue temporary promotion orders in favour of direct recruits appointed after 1988 rules till the huge gap of 564 remaining vacancies of promotees is filled in Class-VII and the seniority is finalized. He further said that under unavoidable circumstance till finalization of seniority only promotees of relevant batch/year be considered for making temporary arrangements.
He insisted on the Government to immediately revoke the impugned orders of temporary promotion in view of Court Direction issued on 10-09-2018 in case of Des Raj Barua & ors v/s State & ors. for consideration of representation dated 16-08-2018 ofpetitioners submitted to the Director of Agriculture, Jammu immediately so as to do justice with the aggrieved officers.
