JAMMU, Apr 4: On much hyped three decades long delay in granting “functional promotions” in Agriculture Department, the president JKGPAOA, Prem Singh has urged the Principal Secretary, JKAPD Navin Kumar Choudhary to adopt “One Time Settlement” to fill the Promotee share in Class- VII of Gazetted cadre w.e.f 1988 till date as per rule.
In a statement issued here today he demanded finalization of seniority of Class-VII of Gazetted cadre posts and constitution of DPC meetings to fill all posts from Class-VI to Class-I of Gazetted cadre, which are presently lying vacant under rule.
He also urged KK Sharma, Advisor (S) to LG of J&K UT to constitute a Committee for One Time Settlement of Promotion issue as discussed during the hearing of Employees Grievances under his chairmanship on 19-12-2018 on submission of JKGPAOA.
He stressed that the temporary promotions made to Class-VI and above without considering seniority must be treated as invalid. He hoped past practice of temporary culture and assignment of multi posts additional charges to one officer will come to an end now. He also requested to declaring BSc. Agriculture as Professional Degree and issue orders for considering Services of Agriculture professionals at par with Veterinarians.
The Association said that soon after taking over as Principal Secretary, Navin Kumar Choudhari, has very enthusiastically passed on his message under which he has expressed his desire to initiate coordinated efforts of all Allied Departments and Agriculture Universities to achieve “”Over all Development of Agri. Sector” through “Integrated Farming System”. He has suggested forming of a common forum to formulate integrated strategy in which crop production shall be supplemented by Horticulture, Dairy, Poultry, Floriculture & Pisciculture where ever possible by utilizing available extension services etc. Besides he stressed on reviewing of recruitment rules and administrative hierarchy with proposal of restructuring after abolition of redundant posts and creation of new posts by 15th of May 2020..
He has desired to reconstitute DPCs to carry out pending promotions by 30th June 2020, and stressed to write APRs of subordinates in time to avert delay in promotions. The Association said that with these steps taken by Principal Secretary a new ray of hope has emerged among the employees of the Department.
