Jammu and Kashmir National Panthers Party today released its Manifesto promising amendment in Article 370 as well empowering Parliament to legislate vis-à-vis J&K in order to ensure guarantee the fundamental rights to every resident of J&K being citizen of India.
“This is a tragedy that the Constitution of J&K has no chapter on fundamental rights though the State is integral part of the Union,” JKNPP Chief Patron Bhim Singh told reporters after releasing the party manifesto here.
He said, “JKNPP stands for strengthening the federal structure of J&K by reorganizing the state on the basis of cultural, linguistic, geographical identity of the regions of the state through amendment of Article 370 which is an epediment in State-Centre relations, so that region grows on the foundation of its cultural and historical dimensions”.
“The Manifesto is being released for the Assembly Election in J&K for the bright future of J&K as integral constituent and crown of India,” he added.
Prof Singh said that the Party stands for holding referendum in Gilgit-Baltistan region and in POK so that the residents of the occupied areas may make their final choice whether they would like to stay under the occupation of Army dominated Government of Pakistan.
He further said that the Party Manifesto would also seek the comprehensive resolution of the regional tension existing at present among three regions of the State there lies a necessity to reorganize the State under the constitutional mandate of Article 370.
Meanwhile the Manifesto also included Delimitation of Assembly Constituencies, facilitating safe return of the Kashmiri Pandits to their homeland in Kashmir Valley, relief for Jammu migrants at par with Kashmiri migrants, Settlement of PoK refugees, amnesty for political prisoners in jails, builting Zojila Tunnel to ensure round the year vehicular movement, establishment of Air link with Kargil and connection of Zanskar with Leh by road.
Eradicating unemployment with new mode of recruitment, honorarium for SPOs, Home guard, NYC, SSB, volunteers of Village Defense Committee and ReT Teachers, ST Status for Paharies and Kolis, compensation to Displaced Persons, reservation for Disables, Handicaps and Senior Citizens, welfare schemes for women and children, equality for women, enhancement of budget for farmers, preservation of forest. Implementation of Sixth Pay Commission for employees and Ex-servicemen, boosting tourism, ensuring more funds for Panchayats and Urban Local Bodies, crusade against corruption, appropriate wages for workers of coal, sapphire and diamond mines were also the issues on included in the JKNPP Manifesto.
Prof Singh further said activation of ONGC wells in Rajouri and Sruinsar, abolition of NSA and PSA, enforcement of Minimum Wages Act and Bar Councils, Minority Commission in J&K, exemption of payment of agricultural loans, restoration of Sialkot-Jammu Railway line, railway connection between Poonch and Kishtwar, regularisation of all daily wagers, free electricity for the farmers on the pattern of Punjab and heart to Heart talks between the representatives of POK and J&K to promote peace and harmony between India and Pakistan have also been included into the Manifesto for ‘Naya Jammu Pradesh’.
