Written exam carries maximum weightage

JAMMU, Feb 11: Jammu and Kashmir Public Service Commission (JKJPSC) has amended the existing recruitment Rules and substituted the same with new one introducing written examination as main criterion for positions in Higher Education as well as Health & Medical Education Department.
Besides, for the positions in various other departments where selection is already being made on the basis of written examination followed by an interview, weightage for different qualifications has been slightly changed. More points have been added to written examination while weightage to interview has been considerably reduced.
In substitution of its Rules 43, 44 and 45 (Business and Procedural) Rules, 2021, JKPSC has notified the amendments in pursuance of the provisions contained in sub section (1) of Section 93 of the J&K Re-organization Act 2019, read with Article 320(1) of the Constitution of India.
As per the new Rules in respect of selection criteria for the posts of Assistant Professor/Librarian/PTI in the Higher Education Department, there will be written examination of 70 points while maximum 12 points have been earmarked for interview, 11 points for academic merit and seven points for research & publication, awards, experience etc.
Weightage of academic merit will be on the basis on PhD (05 points), M Phil (02 points), Post Doctoral (01 point), SET/SLET (01 point), NET (02 points) and JRF (03 points).
Pertinent to mention that earlier, 15 points were earmarked for PhD, 06 points for M Phil and 08 points for NET-JRF while there was no written examination for the post.
There were widespread protests by the aspirants after minutes of the meeting by J&K Higher Education Department to review Rule 45 of JKPSC were released last year.
The written examination specified under Rule 45 shall comprise objective type Multiple Choice Questions (MCQ) with negative marking for the in-correct/wrong answers.
Similarly, in amendment to Rule 44, assessment for selection against the posts of Lecturer/Assistant Professor in the Health & Medical Education Department shall be based on written examination (80 points), Super Specialty (02 points), interview (12 points) and special attributes (06 points).
For non-clinical posts where MD/PhD is prescribed as minimum qualification, the written examination shall be of 82 points, interview (12 points) and special attributes (06 points).
Assessment for selection against the posts of Consultant in the Health & Medical Education Department shall be based on the written examination (83 points), higher qualification ( maximum 5 points) and interview (12 points).
In case where Super Specialty is prescribed as the minimum qualification, the written examination will be of 88 points and interview 12 points.
JKPSC has also amended the Rule 43 for selections, which are already being made on the basis of written examination following an oral test/interview/personality test/vive-voce.
After the amendment, more weightage has been added to the written examination while interview points have been reduced.
As per amended Rule 43 for the selection of teaching posts (other than those under Rule 44 and 45) on the basis of a written examination and interview, the assessment shall be now based on 78 points in written exam, 12 points in interview, 09 points for higher qualification in the relevant subject and 01 point for special attributes (NCC/NSS).
Selection for non-teaching posts (other than those under rule 44 and 45) shall be made on the basis of written examination (86 points), interview (10 points), weightage for higher qualification in the relevant subject (03 points) and special attributes (01 point).
The written examination specified under Rule 43 shall also comprise objective type Multiple Choice Questions (MCQ) with negative marking for wrong answers.
In all the cases, short-listing of the candidates for interview shall be done on the basis of performance in the written examination in the ratio of 1:3 (posts:candidates).
