JKRCEA urges LG to implement all Constitutional provisions

JAMMU, June 21: Jammu Kashmir Reserve Category Empowerment Alliance (JKRCEA) has urged upon the Lt Governor of J&K to get all the Constitutional provisions implemented on ground in the Union Territory as promised by the Central Government while abrogating Article 370 last August.
“SC/ST Atrocities Act, Reservation in Promotions, 27 percent reservation to OBCs and all other provisions as envisaged in Constitution of India for the welfare of SC/ST/OBCs must be implemented in J&K, which is a UT now,” said the JKRCEA members while addressing a press conference, here today.
Expressing serious concern over the recent attacks on SCs in various areas of Jammu province by upper caste people, the Alliance urged upon the LG to direct police and other Government machinery to immediately act in the events of any type of atrocity on SC/ST population in J&K UT.
Sham Lal Basson, Head of socio-religious wing of JKRCEA, said that J&K being Muslim dominated State had less rate of atrocities against SC/ST population that constitutes almost 60 percent of total population of Jammu divisions. “After abrogation of Article 370 and number of measures announced by Central Government for welfare of SC/ST/OBCs, there was a ray of hope amongst these categories for their overall development and attaining equality in every sphere of life. But to the surprise of these communities, especially SC community, the atrocities against them are increasing day in and day out and the tormentors are upper caste Hindu population,” he said while narrating the recent incident of alleged harassment of Kamlesh Kumari, SC Sarpanch Pochhal A-2 (Kishtwar) by BDC Chairman Kishtwar, Suresh Sharma along with others.
He also alleged harassment of another SC Sarpanch Lalita Devi, Sarpanch Panchayat Shiva (Doda) as well as harassment of Bishan Dass of village Bain (Bajalta) by upper caste goons. “There are so many unnoticed such incidents and the permanent solution to this is implementation of SC/ST atrocities Act in JKUT immediately on ground,” he said.
Mohinder Bhagat said that even after more than seventy years of independence, the atrocities on SC/ST have not vanished. Prof G L Thapa requested the LG to restore reservation in promotions with an administrative order.
Highlighting the issue of harassment of officers of SC/ST on panel seniorities, the Alliance requested to LG to give clear directions to officials in Civil sectt either to stop all promotions till reservation in promotions is restored or give proper representation to SC/ST as per the roster point.
