The recent report by the Expert Committee appointed by the High Court of Jammu & Kashmir and Ladakh is a stark reminder of the perilous state of roads in the region, particularly the Jammu-Srinagar National Highway, Batote-Doda-Kishtwar National Highway and Mughal Road. These vital arteries, meant to connect communities and boost economic activity, have instead become notorious for frequent accidents and tragic loss of life. The committee’s findings paint a grim picture, highlighting numerous “black spots”- that demand immediate and decisive action. The findings of the Expert Committee completely expose the systemic failures that have led to the proliferation of ‘death traps’ along these vital transportation arteries. From poorly constructed viaducts to hazardous geological formations, the committee’s report underscores the urgent need for both short- and long-term interventions to mitigate the risks faced by commuters traversing these treacherous routes.
The report exposes a concerning lapse in accountability. Recommendations from a previous road safety audit on the Batote-Doda-Kishtwar National Highway remain unimplemented, raising questions about the commitment to safety measures. The identified black spots, particularly the sectors around Assar and Regi Nullah, require urgent intervention. The committee’s suggestion for viaducts to bypass these treacherous sections offers a promising solution.
The committee emphasises the importance of road safety audits. These systematic examinations are crucial for identifying potential hazards and preventing accidents. However, audits are only effective if the recommendations are translated into action. The authorities must prioritise implementing the short-term measures suggested by the committee, such as planting trees for slope stabilisation and installing road studs and lane markings. These steps, while seemingly basic, can significantly improve safety on these roads. The long-term vision should be a comprehensive upgrade of the identified highways. Widening road sections, building proper shoulders, installing crash barriers, and ensuring proper drainage are essential infrastructure improvements. These investments will not only enhance safety but also improve traffic flow and accessibility within the region.
The report also sheds light on the precarious situation on Mughal Road. The identified shooting zone with a high-angle slope poses a severe threat to commuters. The committee’s recommendation for heavy steel shelters in this critical area must be prioritized. Additionally, implementing safety measures like lane markings, crash barriers, and proper drainage will go a long way in minimising accidents on this scenic yet dangerous route.
Additionally, this issue goes beyond infrastructure deficiencies. The root cause of many accidents lies in reckless driving and disregard for traffic rules. Public awareness campaigns are crucial to educating drivers and pedestrians about safe road practices. Strict enforcement of traffic laws, including penalties for speeding, drunk driving, and overloading vehicles, must be implemented effectively. Collaboration between authorities and local communities can play a vital role in promoting responsible behaviour on the roads.
In light of the Expert Committee’s findings, it is incumbent upon the concerned authorities to prioritise road safety as a matter of utmost importance. This entails not only the immediate implementation of short-term measures but also the allocation of resources for long-term infrastructure improvements aimed at minimising the risk of accidents and saving lives. The safety of citizens’ travel on these highways cannot be taken lightly. The Expert Committee’s report serves as a wake-up call for all stakeholders-the Government, responsible authorities, and the public. Immediate action is needed to transform these “traps” into safe and reliable routes. The Government must demonstrate its commitment to safety by allocating adequate resources and expediting the implementation of the committee’s recommendations. The lives saved will be a testament to this collective effort. These roads cannot be allowed to claim any more lives. The priority should be to create a transportation network in J&K that prioritises safety and ensures a smooth journey for all.
