JAMMU, Mar 13: Jammu Kashmir Sharnarthi Action Committee (JKSAC) has urged Lt Governor, Manoj K Sinha and Revenue Secy Dr Piyush Singla to exclude the quantum of State land allotted to DPs of 1947 from PoK before sending the same to the agencies responsible for registration while marking the entire state land in the Negative list.
In the core group meeting of JKSAC, held here today, the Committee President Gurdev Singh reminded that after the dispersal of the camps in 1950-51, the DPs were allotted Evacuee land and also state lands measuring 2,43,749 kanals as the quantum of evacuee land available was insufficient to accommodate the displaced families as per the Govt prescribed scale. Maintaining that the proprietary rights were granted to DPs as per Govt order number 254-C of 1965, he said despite being allotted both evacuee and state lands, approximately 8000 families are still having deficiencies as per the Govt report submitted to GoI.
He said that as reported, approximately 15,26,853 kanal and 14 Marls land was vacated by people who left for POK or Pakistan. The DPs were allotted only 15 percent of this land and where the rest of the land has gone is a matter of investigation which has been demanded by JKSAC many times.
He further said that DPs have faced lot of problems and harassment at the hands of registering/Revenue authorities as the registration of the state land was refused to DPs who sold their small pieces of lands to cater their needs despite of having full proprietary rights. He said that in view of the past behavior of the Govt, it is apprehended if DPs are not taken care while marking the entire state land in the negative list than they may have to face lot of problems in future with regard to the registration.
He urged upon LG Manoj Sinha and Dr Piyush Chawla, Secy Revenue, to exclude the quantum of state land allotted to DPs while initiating the exercise for marking the entire state land in the negative list as the DPs have been granted proprietary rights and they are the owners.
