JAMMU, July 22: The Jammu Kashmir Sharnarthi Committee (JKSAC) has urged upon the Lt Governor GC Murmu to issue advisory to the revenue authorities for strict compliance of Govt Notification No. SO-166 of May 18, 2020 and Order No. 52-JK(DMRRR) of May 16, 2020 issued in connection with the issuance of domicile certificate.
Addressing the meeting of Executive members at Miran Sahib here today, Gurdev Singh, president alongwith Netar Parkash general secretary said that after receiving information from all the tehsil committees of JKSAC, conducting tours of various tehsils of Jammu, Samba and Kathua, it has been found that most of the Tehsildars are quite ignorant of the said notifications/orders and are acting on the advice of their staff who in turn ask the people for submission of unwanted documents which are contrary to the spirit of notifications/orders thus causing harassment to people.
Singh said that DPs of 1947 from PoK particularly, being asked to submit the Form-A or other relevant documents besides PRC with the application form to prove their eligibility for the issuance of the Domicile certificate. He said as per the Section-5(a) of the notification PRC holders are eligible for the issuance of Domicile certificate. The children of the PRC holders shall have to submit birth certificate alongwith PRC of their parents as per the section 5(b) of the said notification.
He further said that even the submission of Aadhar card has not been mentioned in the notification, but it has been made mandatory while applying for the issuance of certificate. He said that Aadhar card could be asked to attach with the application as a latest proof of residence but cannot be made mandatory for the issuance of Domicile certificate as most of the senior citizen are not in possession of the Aadhar card due to failure of biometric formalities. The applications in most of the cases are being marked to concerned Naib Tehsildars and than Patwaris to confirm the 15 year stay of the applicant/parents and their children. All these illegal acts are being carried out by the Revenue staff of the tehsil offices which has created space for corruption. The middle men/agents are fleecing the people to apply for the certificate otherwise, the date will expire and they shall not be able to get the same.
Amidst rumours the vendors sitting outside the Tehsil offices are selling the Application forms at the highly exorbitant rates, ranging from Rs 120 to 200 per form which is much higher than the actual cost. Such people are minting the money in broad-day light well under the nose of Tehsil administration. The Govt musty take cognizance of the issue, he added.
