JAMMU, Oct 10: Jammu Kashmir Sharnarthi Action Committee (JKSAC) has expressed gratitude to the Lt Governor, Manoj Sinha and the leaders of BJP particularly, Ravinder Raina (BJP president for J&K UT), Dr Nirmal Singh) and Dr Narinder Singh for pursuing both the Governments providing rights to DPs over lands under their dwellings in different colonies across the Jammu region.
While sharing his views with the members present in the meeting Gurdev Singh, president, JKSAC, alongwith Netar Parkash (gen secy), Santosh Sharma and Tarlok Singh Tara said that JKSAC was continuously raising the issue with the past Govts of J&K as well as Centre from the last many decades, but Govts did nothing in this regard and only paid lip service to DPs and kept the issue hanging. Then JKSAC took the issue of regularization of lands under DPs dwellings alongwith other major issues with all the leaders of BJP.
JKSAC president said after dislocation of the camps in 1952-53 the DPs were scattered by the than Govt across the Jammu region and provided evacuee lands/space. With the passage of time, DPs raised Pakka houses on such lands as per their needs. They faced many difficulties in absence of legal rights over the lands under the dwellings as they were unable to mortgage their houses/lands to obtain loans from banks.
He said JKSAC was consistently raising the issue with the Govt for granting the legal rights to DPs over the lands under the existing Agrarian laws of 1976. The issue was taken up with Divisional Commissioner Jammu in 2017. The then Div Com issued advisory to all the Deputy Commissioners to take action under Govt order no 254-C of 1965 and under section 3-A of the Agrarian Reform Act 1976 which are in vogue/in-force and the same needs to be implemented. But the Tehsildars did not comply with the above order on the pleas that order should come from Revenue Administrative Department.
He further said the issue was then taken up with the LG Manoj Sinha on Dec 19, 2020 who after hearing issue advised Principal Secy Revenue to process the matter for further necessary action in this regard. After the issuance of the advisory the issue was taken up with Shaleen Kabra the then Principal Secy Revenue and as he desired a detail district-wise list of all such colonies and since then the issue is being pursued with the Revenue Administration. The DPs are now hoping that notification/orders may be issued in the next few days.
