JKSAC’s plea to Lt Governor

JAMMU, Sept 12: The Jammu Kashmir Sharnarthi Action Committee (JKSAC) has written a letter to Lt Governor Manoj Sinha seeking his intervention for the strict compliance/implementation of clarification given by Revenue administration to Inspector General Registration (IGR) UT of J&K in the matter of state land allotted/mutated in favor of DP.s of 1947 from PoKJ under Govt. order NO 254-C of 1965, which has been wrongly interpreted by vested interest and creating problems for govt as well as for DPs.
In a meeting held at Jammu, Gurdev Singh president along with other participants strongly condemned this move of such elements who are in the process to create wedge between Govt. and DPs, for vested ulterior motives. The participants demanded the identification of such elements the govt who are working against the laid down parameters of law for personal gains and causing harassment to poor DPS, who have faced tremendous sufferings, be punished under the.
Gurdev Singh informed the participants that, JKSAC was continuously being informed by number of DPs families from quite some time that most of the SDM’s/Registrars are refusing the registration after sale and purchase of state land, allotted/mutated in favor of DPs, under order 254-C of 1965. The Inspector General Registration (IGR) was refusing to make registration after sale and purchase of allotted state land under the plea that the land was allotted to DPs for self cultivation and are not allowed to sell the land in question. He said that the issue was taken up by JKSAC simultaneously with IGR and Secretary Revenue Department. After examining the issue as per law, a clarification was issued to Inspector General Registration (IGR) vide communication NO-REV-REGT/69/2022(7056243), Dated 20-1-2023, saying that propriety rights have been granted to DPs under cabinet order No 254-C of 1965, which is absolute, It is very unfortunate that even after lapse of 8 months, no advisory has been issued to subordinate registering authorities for further course of action and each is a glaring example of good governance as claimed by Govt.
He appealed to Lt Governor and Chief Secretary to pay urgent attention towards this sensitive issue concerning DPs with strict advisory to IGR for urgent implementation of the clarification already communicated by Revenue Secretariat of UT of J&K.
