Manoeuvrings of any hue by the authorities of Jammu Municipal Corporation (JMC) cannot succeed any longer in putting wool over the people’s eyes by resorting to the proverbial “Bandar Baant” method in allotting municipal flats and shops, throwing to wind set norms and procedures. It may be recalled that as many as 191 municipal flats and 587 shops stand allotted by the Corporation without any criteria, to some blue eyed picked and chosen beneficiaries and even to its ex- employees.
As if it was any less of causing concern to one and all, what is worrying is that as on date, there was no policy or procedure or lineated methodology in vogue in the JMC to be adopted or followed in such allotments. Sounds incredible, indeed. That is why, the Division Bench of the High Court has viewed seriously such state of affairs in the JMC while hearing a PIL in the matter and observed that public properties could not be distributed in such a fashion. What is amazing is that the Corporation does not know even about the market rates of rent of such properties and was seeking such information now from concerned departments only after the said act on the basis of pick and choose policy. Next date of hearing would peruse written statements to be filed by the JMC and other concerned in the captioned matter.
