JMC to float tenders for 2 modern slaughter houses next month

JAMMU, Aug 31: In the Public Interest Litigation filed by an NGO ‘SAVE’ (Save Animal Value Environment) through its Chairperson Devinder Kaur Madaan alias Rumpy Madaan seeking closure of un-regulated and un-registered slaughter houses in the State, Jammu Municipal Corporation in its latest status report has informed the Division Bench comprising First Pusine Judge Justice Rajesh Bindal and Justice Sindhu Sharma that tenders for two modern slaughter houses will be floated next month.
The Corporation also informed the DB that it has given extension to the Consultant of the Project– M/s GK Sen and Associates and it is expected that the Consultant will make changes in the DPR within the course of next week and after completion of the DPR, it is expected that by the third week of September 2019 the tenders will be issued for the construction of two modern slaughter houses in Jammu.
When the PIL came up for hearing, Advocate Sheikh Shakeel Ahmed along with Advocates Rahul Raina, Supriya Chouhan and Mohd Zulkarnain Chowdhary appearing for the petitioner submitted that no status report has been filed by the Commissioner Srinagar Municipal Corporation and nor the DPR has been produced before the court.
Advocate Ahmed further submitted that SMC vide its status report dated March 2, 2019 had intimated the court that it is in the process of establishing one modern abattoir at Alloochibagh on 24 Kanals of land and the same shall have the capacity to slaughter about 5000 sheep/goats daily.
Advocate Ahmed submitted that appropriate directions are required to be issued to the Commissioner SMC to come forward with the latest status and also with a copy of the DPR in order to address the issues pertaining to the cruelty to animals highlighted by the animal lovers as the number of animals to be slaughtered in the said abattoir is 5000 which is a huge number.
At this stage, Senior AAG S S Nanda caused appearance on behalf of Commissioner SMC and submitted that due to prevalent situation in the Valley he could not contact the Commissioner SMC and he be allowed further time to file the status report with regard to slaughter houses at Srinagar.
The Division Bench allowed more time to Senior AAG S.S. Nanda to file the status report on behalf of Commissioner SMC.
