University not implementing own order on promotional scheme

JAMMU, Sept 22: Normal functioning of Jammu University is all set to get paralyzed as all its officers of the rank of Assistant Registrars and equivalent are proceeding on indefinite protest leave from tomorrow for implementation of their Career Advancement Scheme.
These officers are up in arms against unprecedented delay in implementation of the scheme, which was approved by the apex decision making body University Council more than two years back but not put into practice because of the reasons best known to the top authorities in JU.
Even as the formal order for this Promotional Scheme was issued in June 2017 and necessary further actions such as screening of the eligible officers as well as their API scores were also taken place by the University, the exercise was suddenly stalled in the last phase of pay fixation and subsequent implementation of the scheme.
As per the University order number Estab/17/6/6129-88, dated 27-06-2017, “the placement/promotional scheme in respect of the Assistant Registrar/Officers equivalent Isolated Category Officers, shall be effective from March 1, 2007 for those officers who are eligible for Ist step on or after 01-03-2012.”
This order was issued following the University Council nod to the item for the promotion scheme on the anology of the University of Kashmir and in accordance with the concurrence given by the Financial Advisor (Universities) vide communication number FA/Uni/Adoption/ pay scale/JU/20/A/175, dated 24-03-2017.
“In pursuance of the approval of the University, the Vice-Chancellor is pleased to authorize placement/promotional scheme in respect of the Assistant Registrars/Other Equivalent Isolated Category officers fulfilling all the minimum eligibility conditions as applicable in the case of ARs, on the anology of the University of Kashmir and in accordance with the concurrence given by the Financial Advisor (Universities) vide communication number FA/Uni/Adoption/pay scale/JU/20/A/175, dated 24-03-2017,” reads the order issued by Registrar JU, vide number Estab/17/6/6129-88, dated 27-06-2017.
According to this order, the ARs and other equivalent in the initial scale of PB3 15600-39100 with GP of Rs 5400 shall be eligible for Ist step promotion in Grade Pay of Rs 6600 (senior scale) after five years of their appointment and 2nd step promotion in the Grade Pay of Rs 7600 (Selection Scale) after next five years.
However, even after more than two years, the University is not implementing its own order for the no reasons thus brewing a strong resentment among the Assistant Registrars and the equivalent, who alleged a conspiracy by a few officers at the helm of affairs stalling their promotion.
“Some negative elements in the office of Registrar JU are behind the conspiracy to stall our promotional scheme and the Vice-Chancellor is acting as a mute spectator,” alleged an Isolated Category Officer, equivalent to AR.
Holding crucial positions in the University administration, these Assistant Registrars and other equivalent Isolated Category Officers have conveyed the Vice-Chancellor that they are left with no option other than to proceed on protest leave with effect from September 23 till the same is implemented.
Even as a formal communiqué in this regard, duly signed by the aggrieved officers, was forwarded to the Vice-Chancellor Prof Manoj Kumar Dhar two days back, there was no response thus making it clear that the Jammu University functioning is all set to get paralyzed from tomorrow.
Pertinent to mention that these Assistant Registrars and equivalent, whose number is around a dozen, are holding significant positions in the JU administration, such as DCD, Admissions, Research and Awards, Paper Setting, Confidential/Secrecy, Teaching Wing/Non-Teaching Wing, Academic Affairs, PRO/official spokesperson, PRO to VC, Incharge Services, RUSA etc.
