Blast victim’s widow also gets appointment letter

JAMMU, Sept 5: Lieutenant Governor Manoj Sinha today handed over appointment letters to four next of kin of victims on compassionate grounds including three civilians of Rajouri district who were killed in firing by the security forces in case of a mistaken identity at Ashimpora, Shopian on July 18, 2020.
With appointment orders for Government jobs, the Lieutenant Governor has delivered justice to the families of three youth who were killed at Ashimpora, Shopian by the Army which later turned out to be a staged encounter as those killed were, in fact, innocents.
Sinha today handed over appointment letters on compassionate ground to Shareen Akhter wife of Mohammad Abrar of Tarkassi, Mohammad Arif, brother of Mohammad Imtiyaz, resident of Dhar Sakri and Fayyaz Ahmed, brother of Mohammad Abrar, all residents of Koteranka in Rajouri district.
“With Government jobs to next of kin of those killed, the Lieutenant Governor has delivered justice to the families,” the officials said.

The Lieutenant Governor had, in fact, visited the families in Rajouri after an inquiry established that the trio were killed in a fake encounter and conveyed them the message of Prime Minister Narendra Modi that the justice will be done with them.
As per the case details, the then Deputy Commissioner Rajouri had intimated that an incident took place at Shopian on 18.7.2020 in which three civilians were killed in what was later turned out to be a case of mistaken identity.
A subsequent report from CID dated 11.8.2023 revealed that all three deceased persons were killed by the Army in an encounter at Ashimpora, Shopian, which later turned out to be staged encounter and those killed were, in fact, innocent.
The detailed further revealed that the compassionate appointment cases of the next of kin of deceased were placed before the District Level Co-ordination-cum-Screening Committee meeting held on 14.7.2021 and the Committee observed that all three deceased were not involved in any militancy related incident.
Accordingly, the Deputy Commissioner recommended granting of relaxation in terms of qualification and age as a one-time exception in case of all three dependents of the deceased persons.
“Taking note of the fact that deceased civilians were innocent, the Lieutenant Governor approved appointment of three next of kin as Assistant Stockman (MTS) in Agriculture Production Department (Sheep Husbandry Department) district cadre Rajouri in relaxation of qualification/age bar in terms of Rule 7 of SRO 42 of 1994,” the officials said.
Meanwhile, the Lt Governor also handed over the appointment letter under SRO-43 to Neeta Devi, widow of Chager Kumar of Dhandal, Ramnagar Udhampur who was killed in an IED blast in Udhampur in 2022.
Sinha interacted with the family members of the deceased civilians and assured all possible assistance by the administration in the future.
Mukesh Singh, ADGP Jammu and Ramesh Kumar, Divisional Commissioner Jammu were also present.
