RAJOURI, July 19:   The basic issues of the people from Kalakote Sub Division of district Rajouri have remained unattended even after nearly four years of  PDP-BJP regime while resentment against the Government is still un-awaited among the locals of the area, as most of the core issues of the general public have remained same even today.
Kalakote is the largest constituency of district Rajouri having 72 Panchayats and the people here say that there was no respite to them from the severe water and power crisis for the last four years. Most of the issues  still  remain the same, the  BJP-PDP Government also failed to  register some improvement in the area.
The “Excelsior Team”  which conducted extensive survey and interacted with hundreds of people at Taryath, Mogla, Tredu,  Metka, Kalakote, Tatapani,  Sailsui,  Potha, Dalori, Saranu, Dangri, Narian, Chingus, Solki, Siot etc found that entire area is reeling under scarcity of water.  The power supply position is also same which was  4-5 years ago.  Health care facilities are inadequate and moreover, there is shortage of doctors and paramedical staff in majority of the hospitals.  The Govt schools especially,  the Higher  Secondary schools are facing shortage of staff  and sports activities are not being promoted in the rural schools due to shortage of PTI/sports teachers.
Entire constituency is facing acute shortage of drinking water and the PHE authorities have failed to provide supply through tankers. The people  are getting unsafe/ unhygienic  water at many places and there are no filtration plants at most of the water stations.   Worst is the condition of road from Siot to Kalakote which is under State R&B department. The pace of work on Taryath-Kalakote- Rajouri Road under BRO is very slow.
Bal Krishan from Kalakote said that entire constituency is  facing severe water crisis. The power curtailment has made life of people miserable. The condition of 24 kms Kalakote- Siot road was worst. There is no lady doctor  (Gynaecologist) and other specialist doctors at CHC Kalakote.  All the five posts of specialists are lying vacant. This is only referral hospital. In case of minor injury or ailment, the staff here refer the case  to Jammu. Even in case of delivery, the cases are mostly referred to Rajouri or Jammu.
Rajesh Singh and Raj Singh at Mogla revealed that water, power, ration supply besides health care are the main essential services which Govt should provide to the public. Ashok Kumar Bazal from Keri-Taryath said public is facing lot of problems. Water scarcity is the main issue. With the rainy season the water sources  have recharged  showing little improvement, but long power curtailments has affected normal life of the people.
Ex-Sarpanch Taryath Bodh Raj said the population of Taryath has grown up to 5000 but no new water supply scheme has been approved. There are around 22 Panchyats. The only Higher Secondary School is under staff.  There is CHC in Taryath  and new large building has come up here but there is only one doctor. There is shortage of staff and other equipment as well. There is no lady doctor for the entire population to handle delivery cases. He said the work of construction of toilets is going on but there is no water even for drinking for the public.
Mohd Khalid from Dhanwah revealed that there are so many problems which the public of Kalakote constituency is facing. Water scarcity is the main issue which was never resolved during past six decades.  Water,  power  and the health care are the issues which witnessed no change at all after new Govt. The NREGA payments are pending for the last 2-3 years.
S Nirmal Singh from Kalakote said there is immediate need to improve health care facilities in CHC Kalakote and improve road condition from Kalakote to Siot. This road had been approved for double laning but the work has been delayed on it.  There is no gynaecologist, surgeon or other specialist doctors. There is no proper cleanliness in  market and no street light is there. Ration supply position is also not adequate while water crisis is the main issue.
Ashwani Kumar at Tatapani said that road condition in the area has been improved with the initiative of MLA but condition of  water source at Tatapani,  where hundreds of people especially from Kashmir come to take a dip, is not good.  The water is level is depleting, there is filth and dirt all around and there is no proper arrangement of the cleanliness there. The  need is to create adequate space for bus stand  and install street lights there. The power supply is also grim but water supply position is almost satisfactory.  Som Raj, Ex-Sarpanch Tatapani said that  there is New Type PHC but there is no adequate staff and even the post of Medical Officer is lying vacant.
Hirdesh Kumar from Potha stated  that water supply position has not improved rather deteriorated during last 3-4 years. He said that there are long power cuts and the people suffer due to it. Development works under RDD are also not seen and moreover, the people are denied their payments under NREGA. He said in Saranu and Dangri area also water and power supply position is same.
Mohd Rafiq from Tredu said water supply position was still poor in the area. He said there is shortage of staff in local school and power supply position is also not good. Some new transformers have been provided in some areas but voltage is very low. He stressed the need to complete Tredu-Khawas-Kotranka road on which work is going on at snails pace for the last over two decades.  He pointed out that toilets are being constructed under Modi Scheme by RDD and Rs 12,000 has been kept for it but people are not getting  full amount. He said there is no fun of raising toilets unless adequate water supply is ensured to the villages.
Ex-Sarpanch Khem Raj from Dangri also referred to the major problem of water and power supply. He said there is need to prepare new water supply schemes and  provide adequate water to the people. Khem Raj said despite  assurance by the MLA and the DC, no change has been seen in the area.  He  referred to the worst condition of Argi, Dalori, Baljarala road  and said that same is the position of water and power supply there.
