JAMMU, June 7: State President of All India Confederation of SC/ST/OBC Organisations J&K R K Kalsotra met Faggan Singh Kulaste, chairperson SC/ST Parliamentary Advisory Committee for the welfare of SC/ST here today and submitted a memorandum to him.
The 31-member Parliamentary Committee for the welfare for SC/ST is on tour to the J&K State. Mr Kalsotra along with a delegation of the Confederation submitted a memorandum to the chairperson and his team and narrated them the condition of SC/STs in the State. He pointed out that till 1970, the State Govt always shied away from implementing the reservation in the State under the garb of Article 370 which was only implemented half-hearted manner after Bhagat Amarnath made supreme sacrifice on June 1, 1970.
He further appraised the panel that in 2004 Reservation Act was passed in the State which provided reservation in recruitment and in promotion. Certain provisions relating to promotion were challenged by open category in the State High Court, however, the State Govt did not pursue case in the High Court properly and failed to defend it’s own law which held reservation in promotion as unconstitutional. Thereafter, a status quo order was issued by Supreme Court but the said order has been misinterpreted by the Govt to suit general category people.
Kalsotra requested the Chairperson and the member committee to advise the State Govt to implement their own laws meant for reservation or adopt 77th, 81st, 82nd and 85th Amendment in the State Assembly. He also raised additional issues like, discrimination against SC/ST/OBCs in the matter of postings in Judiciary, reservation to the SC/ST/OBCs for elevation to the High Court, political reservation to ST’s etc.
Chairperson received the memorandum and listened the grievances patiently and assured to raise the issue at higher level for its redressal.
