Kavinder terms Roshni Act a huge scam, demands probe

JAMMU, Jan 9: Terming the Roshni Scheme as one of the biggest land scam in the history of J&K, BJP senior leader and former Deputy Chief Minister, Kavinder Gupta today demanded a through probe into it and action against the leaders and officers involved in this scam.
Kavinder Gupta, who was speaking at a public gathering during his tour to Gandhi Nagar Assembly Segment today to give push the developmental activities in the Constituency, said the enactment of Roshni Scheme was a huge political fraud. Gupta said that thousands kanals of the State land has been illegally occupied. He said only politically powerful land grabbers had the audacity to usurp the land were conferred the ownership rights by virtue of the Act against ‘throw away’ prices. He urged Governor Satya Pal Malik to cancel all the allotments made to the persons who had been benefitted through the enactment of Roshni Act.
Gupta further lambasted the opposition parties for their corrupt practices during their tenure in Government and stated that they had earned huge money by indulging into corrupt practices. They were involved in scams worth crores of rupees and accumulated the huge properties. He said instead of raising fingers on BJP, they should have a self introspection.
Gupta demanded that the beneficiaries included several ex- Ministers, ex-MLAs/ MLCs belonging to particular parties, bureaucrats besides other rich and powerful should be probed. The Act did not yield any agrarian reform but it only bestowed benevolence upon the corrupt politicians, bureaucrats including the influential people to become landlords over night, he said.
Reacting to current financial position of the Power Development Department, (PDD), he said that Roshni Act had failed to generate the revenue to fund the power sector in the State and divulged that the previous governments had claimed it would get Rs 25000 crore out of the Roshni Act but as of now only 72 crore had been realized. “The Roshni scheme, which has been now repealed by Governor had envisaged agricultural reforms and generation of revenue to strengthen power sector in the State. But it had miserably failed to achieve its objectives. Its provisions were reportedly manipulated to serve the vested interests of the people sitting at the helm of the affairs and the influential land mafia who had usurped huge chunks of lands all across the State.
He appealed the Governor to take cognizance of the serious situation and ask for a thorough investigation.
Giving a push to the development activities in Gandhi Nagar Constituency, Kavinder Gupta tour to Trikuta Nagar area for up gradation of lanes and drains kick started the tiles work there.
He was accompanied by councillor Jyoti Devi, Vinay Gupta, Sham Lal and prominent citizens of the area. Gupta also interacted with people and took stock of their day to day problems. The people projected various other developmental issues which were mainly related to upgradation of bye lanes, sanitation, and sanction of additional transformer etc. While responding to the demands of the people, Gupta assured them that their demands would be met soon.
He said that his focus is on the development programs for making the Gandhi Nagar Constituency as a Model Constituency and uplifting the living standards of the people by providing all the basic amenities. Gupta in his speech briefed the public about the works executed in Gandhi Nagar Constituency and upcoming Nursing College in Gangyal area.
