Keep Kargil town clean

This is to draw attention of the Chief Executive Councillor CEO of LAHDC, Kargil towards the insanitary conditions prevailing in the Kargil town.
The town which is the centre of attraction of people of Kargil division needs to be given a face lift. There is urgent need to provide dust bins in all emerging colonies of the town as people dump household garbage and other refuse on road sides. This defiles the beauty of this beautiful town. Besides, special place should be provided to abattoris as the existing ones located near the river adds to insanitary conditions of the town. Special provision of toilets be made in the town as those coming from the outskirts feel embarrassed on not seeing any toilet complex in this town. The existing ones usually lack water supply. Besides, the roadside vendors be asked to set up their shops not on roads, but somewhere else as their presence choke traffic movement in the town.
Hope, the CEO would take into account the grievances of Kargil peole in the matter.

Udhampur town craves for attention
Udhampur town is about 65 km from Jammu and is situated on Jammu-Srinagar national highway. It is disgusting that it has been ignored by respective State Govts and distt administration. Even local politicians have failed to mitigate its various problems.
There is no proper planning for the welfare of town, there is no drainage system in town as a result of which during rainy season, masses face lot of problems due to overflowing of water, besides mud and filth on the roads and lanes of the town. Lot has been listened about Udhampur’s master plan but till date nothing concrete has been done in the matter.
At present whole of the town is full of pits and holes. The bumpy roads, the narrow lanes and poor sanitation is a permanent feature of Udhampur town. Municipal authorities have completely neglected the town. No foot paths are seen anywhere in the town whether it is road from Petrol Pump to Slathia Chowk, Chankya Chowk to Kallar, Ramnagar Chowk to Gole Market, Main Bazar and from Graveyard to Shivnagar. In past many precious lives were lost in accidents and if foot paths would have been there, precious lives could have been saved. There is dearth of electricity in the town since long. At night in spite of power supply, it seems whole of the town is in darkness. There is a great need is to have street lights in town on modern pattern. Due to increase in population and traffic rush, there is dire need of overhead bridges at MH Chowk, Slathia Chowk, Venus Chowk, near Happy Model School Shivnagar, Near Army Public School Sr Wing and near entry towards Housing Colony Udhampur.
Though vegetable market has been shifted to Kallar even then vegetable market is functioning in the heart of town near Udhampur Municipalty polluting the whole environment. It is point to ponder why do not these vegetable vendors have been shifted so far. New bus stand has been proposed since long but yet not shifted God knows why the authorities at the helm of affairs are sleeping in the matter. Holy Devika river which flows through the heart of town is in a shambles. Crores of rupees have spent for the welfare of sacred Devika but the holy river is still in miserable condition and most of its land has been encroached by the vested interest under the nose of distt. administration. It is my appeal to masses of Udhampur town to come on one platform to get the whole town beautified.It is also my appeal to distt. as well as State administration to wake from deep slumber and work for the development of Udhampur town.

Repair Muthi Link road
This is to draw attention of the concerned authorities that the link road connecting Bantalab road near Police Post Janipur and Akhnoor road on the other and passing through Muthi is riddled with pot-holes and puddles. These pot-holes are now gradually turning into ditches which post a threat to safety of motorists, particularly during rainy days. These days, these pot holes are responsible for traffic jams. The Government is requested to get these pot-holes filled at the earliest to save motorists and pedestrians from inconvenience. This road, it may be said, is emerging a busy road with vehicles in large numbers plying on it.

Poor BSNL Services
The Services of Bharat Sanchar Nigam Limited (BSNL) are becoming a source of nuisance for Cell phone users particularly in Muthi Camp and Bantalab areas. The service is so poor that phone calls get snapped after every two seconds and one has to make a new call to get connected again.
The break is quite annoying as well as expensive. For every new call, new charges are levied by the Department from subscribers for no fault of their own.Besides, when electricity supply gets snapped, the cell tower operators have to use generators. But it has been seen that operators usually do not operate them within time for reasons best known to them.
The poor service provided by BSNL is responsible for subscribers shifting to other service providers who are more efficient in this regard.
It is requested to the higher authorities of BSNL either to improve services or stop operation in this areas. The poor service once again it may be said is a cause of great inconvenience to us the cellphone users in this area.

Degree College for Paddar
I would like to draw the kind attention of the Chief Minister Omar Abdullah towards the opening of Govt. Degree College for Paddar. Every year about 400 to 450 students after passing H.S. Part-II leave their further studies due to the non-availability of Degree College in the area. Paddar is the most backward area which has been ignored in all fronts by the Government.
The people of the area are crying for the last 5-7 years for the opening of a Degree College but their demand has remained unfulfilled. It may be mentioned here that the students who seek admission in Govt. Degree College Kishtwar have to put up in a rented accommodation where they are charged Rs 1500 to Rs. 2000 per month which every student cannot afford due to poverty and consequently most of the students give up their studies. The matter was brought into the CM’s notice through our elected representative Sajjad Ahmed Kitchloo.
It is therefore, requested to the MLA Kishtwar once again bring the matter into the notice of the Chief Minister regarding the grant of Degree College for Paddar and we hope that the Degree College would function in next session in Paddar.

Construct Panjah-Panjnara road
This is to bring in the attention of the concerned authorities that workon Panjah-Panjnara road via Burshian (10 kms) was started some 18 years back, by Public Works Department (PWD) R&B Sub-division Kalakote (Rajouri). The agency after executing work on two kilometer stretch stopped work for reasons best known to the Department.
It will be not of context to say that this road connects many villages like Dhanwan, Dhalyote, Bhatera, Panjnara, Panjah and Phalli having a population of 20,000 souls. In this connection many representations were made to Commissioner/Secretary PWD (R&B) J&K, and others. But till date, no attention has been paid to our pleas.
It is therefore, requested to the Chief Secretary J&K Government to personally look into the matter and take necessary action in this matter.
