SRINAGAR, Apr 26: A Laboratory Assistant, who was promoted as Incharge Supervisory Laboratory Technician at Tuberculosis (TB) demonstration centre in Srinagar in gross violation of service rules is seeking confirmation from the Departmental Promotion Committee (DPC).
Kakroo was a Junior Laboratory Assistant when he was promoted in gross violation of rules as Incharge Supervisory Laboratory Technician. He was in the final seniority list of the Laboratory Assistants issued by the department under Order No. 60/NG of 2009 dated 11-3-2009 at Serial No. 92 with date of appointment on 28-01-1998. Out of the list, 82 Laboratory Assistants have been promoted as Laboratory Technicians so far while nine of his seniors are yet to be promoted.
The Directorate of Health Kashmir (under order No. 173/NG of 2009 dated 29/06/2009) order says: “In order to have the Laboratory functional and due to non-joining of C L Pandita, Laboratory Technician, Javed Ahmad Kakroo, Laboratory Assistant is promoted as Incharge Supervisory Laboratory Technician at TB demonstration centre, Srinagar in the relevant grade in his own pay and grade with charge allowance, pending confirmation by the Departmental Promotion Committee.”
For the Laboratory Assistant next promotion is Laboratory Technician followed by Senior Technician and Supervisory Laboratory Technician while Kakroo has made a quantum jump from Laboratory Assistant to Supervisory Laboratory Technician. Sources said that the order was issued by the department in 2009 without making it public.
Kakroo has now moved an application before Directorate of Health Services, Kashmir, for confirmation and it has been forwarded by Director TB Demonstration and Training Centre, Srinagar under No. STC/403 dated 08/08/2011. But the DPC has not confirmed him but the employees of the department who are senior to him allege that the directorate is issuing a separate order for his confirmation.
Meanwhile, All Jammu and Kashmir Health Technical Employees Union has expressed concern over the Government order. They said that the Union came to know about the order recently and taking up the matter with the Directorate and higher ups of the department.
The chairman of the Union, Syed Altaf Bukhari, today resigned from his post in the union in protest against misuse of official position by an office bearer of the union. He said that Javed Ahmad Kakroo who is General Secretary of the union has used his position in Union for getting favours from then Director Health Services.
