Existing Consumer Act has some lacunae which should be removed. First till date no new rules have been framed to give powers to the Directorate of CAPD, neither any additional staff has been added to allow it to work effectively for the consumer welfare. By and large there is lack of awareness of consumers about their rights given under the Consumer Act. An awareness campaign is needed. Critical examination shows that at present the thrust of awareness is at the urban population which forms only about 25 to 30% of total population of the country. The case in our State is not different from this. Not much is being done towards educating the rural population which forms almost 70% of the total population. For this, village oriented NGOs should be encouraged and the existing cooperatives may be involved in the gigantic task of literacy, education leading to consumer awareness. More strict laws need to be enforced to prevent production of fake branded consumer goods. Lack of laboratories to check the quality of eatables dampens the spirit of NGOs when they are dealing with quality control system. There is the need for Consumer Courts dispensing justice within time frame and not procrastinate decisions as that defeat the spirit of Consumer Act.
