Ladakh sets up Comm for reservation to areas adjoining ALC

Panel to submit interim report within 3 months

JAMMU, Oct 19: The Union Territory of Ladakh Administration today constituted a one-man Commission of Justice (Retired) Bansi Lal for identification of areas for reservation under Jammu and Kashmir Reservation Act and Jammu and Kashmir Reservation Rules.
An order to this effect was issued today by Administrative Secretary, General Administration Department (GAD) Ladakh, Yetindra M Maralkar.
“To examine the issues related to identification of areas in the Union Territory of Ladakh to be designated as areas adjoining Actual Line of Control (ALC) for the purpose of reservation under Jammu and Kashmir Reservation Act 2004 and Jammu and Kashmir Reservation Rules 2005 amended vide SO 14 dated 23rd April 2020, the Administration of Union Territory has constituted one-member Commission,” the order read.
It said the Commission will examine overall question of providing reservation to the residents of the areas adjoining ALC, or not, for recruitment to various posts under the Administration of Union Territory of Ladakh consistent with the need of ensuring the efficiency in administration and minimum standards for job recruitments.
“The Commission will also determine the criteria to be adopted in considering any areas of the Union Territory of Ladakh as Area Adjoining Actual Line of Control,” the Government order said.
It added that the Commission will use the criteria to examine inclusion of villages of Ladakh in the list of Areas Adjoining Actual Line of Control.
The Commission will present to the Administration of the Union Territory of Ladakh report setting out the facts as found by the Commission and making such recommendations as it thinks proper for categorization of residents of Area Adjoining Actual Line of Control and providing reservation for them and other communities.
The Commission has been asked to submit its first interim report(s) within a period of three months from the date of its constitution.
“The Commission shall make its final recommendations before the end of the financial year; latest by March 31, 2024,” the General Administration Department order said, adding that the Commission will also recommend any other matter which it finds necessary to be considered.
The Government has asked the Commission to regulate its own procedure for exercising powers and functions entrusted to it.
“Additional Deputy Commissioners Leh/Kargil shall be the Nodal Officers for extending requisite support to the Commission in Leh and Kargil districts respectively,” the order said and added that the Commission shall be serviced by the Social Welfare Department of Ladakh.
