Ladakh UT employees and “leaving” station

Perhaps , when an employer lays no stress on the employees adhering to the set rules governing “terms and conditions ” of employment and takes no stock of the compliance thereof periodically, the outcome is wilfully causing a breach therein. The matter assumes more importance when the employer is the Government itself and with such breach , the work in Government departments suffers and the general public faces problems.
The thumb rule of Government service for the employees is 24 hours service, entering and leaving office at fixed hours notwithstanding. That enjoins upon the employees to remain present at the stations where they are posted. Leaving the station even during a Sunday or a gazetted holiday, in stricter sense, is not allowed unless authorised by the competent departmental authority. In the UT of Ladakh, instances that large number of Government employees are leaving stations without due permission cannot be accepted as the same being in violation of the ”terms and conditions” inviting disciplinary action .
However, the question is about those officers/departmental authorities too who are empowered to grant or refuse such permission to those employees who have to leave the stations under pressing conditions, whether they themselves adhere to such guidelines and whether under the pretext of ”field visits or official trips”, they manage to camouflage the instructions ? The adage is that the water flows down the slope and not vice versa.
