LEH, June 5: In the two-day General Council Meeting, the Ladakh Autonomous Hill Development Council (LAHDC), Leh finalized the draft annual plan with the proposed outlay of Rs 78.14 crore with the CEC Rigzin Spalbar directing the departments to incorporate the vision of the 12th Five Year Perspective Plan despite significant challenges on account of insufficient budgetary allocation.
Spelling out the development goals for the next 10 to 15 years, CEC highlighted the objectives of a highly inclusive, integrative and innovative 12th Five Year Plan document, adding “this prospective plan was to narrow down the vision into actual action points, strategies and focus areas for each department”.
He disclosed that perspective plan seeks a capital outlay of Rs 677 crore, which is around 75% more than the outlay of 11th FYP. The CEC urged the assembly to join hands to undertake better analysis of issues, develop better proposals, access resource institutions and raise funds effectively.
The CEC directed the Horticulture Department to make a roadmap in coordination with SKUAST and DIHAR to control codling moth in the district by setting a control centre in Leh. He asked EC Health to look into the matter of prioritizing and maintaining ambulances in the district.
He directed the HoD of Animal Husbandry to organize camps on artificial insemination for the Councilors so that they can educate, generate awareness and bring consensus among the people by taking them in confidence. Spalbar also brought into light the serious exploitation of camels in Nubra for tourism business and directed Animal Husbandry to intervene in the matter by working out strict regulations.
He also stressed to develop poultry farms in minority belts like Turtuk and Bogdang with the intervention of DIHAR to address the issue of unemployment among the youth.
The Councilors of Nubra raised the issue of Rongdo Hydel Project to which CEC and Project Director LREDA Jigmet Takpa gave assurance to take after the completion of 10 Hydel Projects which are under execution in Nurba region.
