This is in response to article titled ‘ the land owners passbook ‘ by Dr. Raja Muzaffar Bhat(DE 28,12,2019).
In this regard I want to state that Revenue officials keep misleading poor land owners by making illegal entries in the Revenue records and due to very little knowledge about revenue laws, the citizens of the state are being constantly misled by these officials.
In absence of land owners passbook the Patwaris, Girdawars and Tehsildars have managed to change the title of State land, Kahcharie and Shamilat land in lieu of huge cuts. Revenue officials are hand in glove with influential people and land brokers as this illegal practice is still unoticed by the authorities.
Not only lower rung officials of Revenue Department but even some top bureaucrats of state / politicians have close connections with top land mafias and land grabbers of J&K. The only way to address this menace is to implement section 16 of JK Land Revenue Amendment Act 1996 wherein the land owners are supposed to be provided passbooks
