JAMMU, Aug 12: All J&K +2 Lecturers’ Forum today expressed serious concern over unnecessary dalay in regularisation of I/C Lecturers and suggested some changes in transfer policy.
During a UT Level meet in virtual mode, that was chaired by the Forum Chairmen R S Salathia along with Fida Gulzar and Presidents, Pardeep Singh Rakwal ( Jammu Division) and Shakeel Ahmed ( Kashmir division), several issues were discussed.
The core issue that was discussed at length was the unnecessary delay in convening DPC for regularisation of all incharge lecturers in various disciplines. The meeting also advocated for changes in the transfer policy under ATD and amendment in Gazetted Services Recruitment Rules.
The meet lashed out at the Education Department for playing with the career of I/C lecturers, who are giving their 100 percent. Despite scores of representations to the Principal Secretary, nothing has come out so far except false assurances which never saw the light of the day, said the Forum, alleging that the authorities at the helm of affairs were humiliating the most educated class of the society.
The Forum threatened that if such a treatment continues, it may go for indefinite strike in the entire UT of Jammu and Kashmir till the incharge lecturers are regularised by convening DPC at the earliest.
Pardeep Singh Rakwal and Shakeel Ahmed Butt said that despite SAC orders, directions from the Chief Secretary and one -time exemption orders in permissions from the department itself, the authorities were unnecessarily harassing the incharge lecturers.
RS Salathia and Fida Gulzar appealed the Administrative Secretary SED, Alok Kumar to immediately address the issue. Pardeep Koul, District President, Kishtwar; Surinder Madhyal, DP Kathua and others also addressed the meet.
The Forum raised the demand of elevating at least 50 more senior lecturers to the rank of Principals as a large number of posts of Principals are still lying vacant in the UT. It also requested the Administrative Secretary SED to raise the ratio of Sr Lecturers and ZEOs from existing 80: 20 to 95:5 in favour of Sr Lecturers. All speakers advocated for uniform mature stay period of 2 years to bring transparency and equal opportunities for lecturers working in different zones.
