Let peace prevail in Valley

K K Gandotra
Abraham Linclon  defined democracy as “Government of the people, by the people for the people”.
The question arises whether ruling party and the  opposition parties follow the aforesaid laid principle.
In democracy every one has to play its assigned role effectively, keeping the interest and welfare of common man and above all prestige of Nation in view. What is happening now? Central Government takes decisions with out considering the implication of High /Supreme Court judgement. Ours is a federal structure and one has to keep the decisions within ambit of constitution. Central and State Governments must have perfect cooperation in the interest of Nation and common man since both the Governments are elected by the people.  Central Government should repose confidence in leadership and trust to its counterpart who are State Governments.
We must understand complexity of our present situation in Kashmir valley. No allegation and counter allegations will  yield any positive result. Any action required, Government should take opposition parties in confidence. Do not boil the problems to that level where there is no point of return. In this gamut defence personnel have also to be taken on board. A standard procedure must be set up to avoid any delay in execution to save the life of common man. Every one on board should act immediately without any delay and avoid bickering later on. Time and speed are the key factors in dealing with them. Time has come to deal with terrorists sternly. No compromise on this account.
It is utmost necessary to bring elected MPs, MLAs and intelligence agencies in our fold so that the interests of common man are protected. Intelligence agencies play vital role in finding out the  militants. Lessons from the past instances should be kept in mind. A committee of MLAs along with concerned officers of the District, Police, Intelligence and well known senior citizens of the District should be formed and must meet frequently as the situation demands to resolve their day to day problems. Responsibility and accountability for peace, harmony is to be kept in mind  so that terrorism does not pose its ugly head.
The rules of Ration Card have to be amended accordingly to meet the requirement of the young women whose husbands have left them. Government agencies like Government Arts Emporium and other handicrafts centers of NGO’s should set up centers so that livelihood means are created for them. State Government and other NGOs must do everything possible to wipe out the tears of these women, young girls and boys of this place. Education is a must to bring young minds in the mainstream. This will apply healing balm to the women, boys and girls of this village who are alienated due to militancy.
Chief Minister has announced free ration rice, dal and vegetables to the people of Kashmir valley. This is to be ensured that this benefit accrues to the common man. Other wise it will remain lip sympathy only.  As is said, there should not be no difference between “Kathani and Karni”. One should be pragmatic in his approach and ensure what is said should be implemented?
The need of the hour is to look after the families who have lost their dear ones. What New Delhi states should be implemented with out any ifs and buts Honesty is required in ensuring the fulfillment of promises made by New Delhi.
New Delhi has never been consistent in its approach to resolve Kashmir issue. It is two steps forward and one step backward. One has to read Indian History and understand thoroughly. What are the reasons of downfall of various empires? In politics forgiveness is not the virtue but it will boomerang like a wounded tiger. To site an example, 1975 war with Pakistan we had the opportunity to resolve Kashmir problem once for all but New Delhi had no vision to look the issue pragmatically. Ninety thousand prisoners of wars were returned to Pakistan without any bargain. New Delhi repeatedly told that we want strong Pakistan. Pakistan has no love for Simla agreement whereas New Delhi has respected Indus Water Treaty in spite of problems created by Pakistan along our border in Kashmir. The sacrifices of our armed forces were left aside but New Delhi did not do any thing to resolve the issue. Only statements and counter statements.
The recent statements of former Home and Finance Minister as well as of a member of Interlocutors Group are uncalled for at this juncture. Their statement is supported by former Chief Minister of our state. They need to do their heart searching. Lot of water has flowed through river Jhelum to Wullar Lake. They are pouring Petrol in the fire.
This is a tourist season as well as of Amarnath Ji Yatra and also of Vaishno Devi, thousands of people come for pilgrimage and  spend their savings which helps the common man to earn their bread and butter.
What Kashmir valley needs is a political solution and not economic?  No lessons have been learnt by New Delhi from the happenings of 2008 and 2010. This requires taking all the parties on board to resolve the issue. What the common man need is to live in peace with prestige? Take him in confidence and do not confront with him.  Now the problem is at their door step. As is said “Think Globally but act Locally”.
The solution lies in healing the wounds of  the families who have been affected and call all the  connected persons on board and take steps to remove alienation of the people so that trust deficit is removed. Act fast otherwise it will be too late. Let peace prevails in Kashmir valley and pray to God to give wisdom to New Delhi to resolve the issue once for all.
