LEH, Oct 3: Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retired) chaired a meeting at the Lieutenant Governor’s Secretariat to discuss the Recruitment Rule for Teachers in School Education Department of Ladakh.
Director, School Education Department, Tsering Paldan, informed the LG about the two cadres of teachers- Primary Class, who teach students of Class 1 to 5 and Upper Class, who teach Class 6 to 8 students. He also informed that prior to the implementation of the Right to Education Act 2019 in J&K, the State Government would decide the minimum qualification for a person to be appointed as a teacher. He further informed that there was a single cadre of teacher who would teach students from Class 1 to 8 and has uniform essential qualifications.
Paldan informed about the ruling of the Supreme Court and the minimum qualification notified by the National Council of Teacher Education (NCTE) according to which an applicant must be a graduate and possess a Bachelor of Education (BEd) and Central Teacher Eligibility Test (CTET) to become eligible for the post of Upper Class (6-8) teacher while an application must be a graduate and possess BEd and Diploma in Elementary Education for post of Primary Class (1-5) teacher.
He informed the LG about the need to amend the Recruitment Rules for the post of Primary and Upper-Class teachers and bifurcate the existing teacher cadre of Class I-VIII into Class I-V and Class VI-VIII.
The LG asked Principal Secretary, School Education, Sanjeev Khirwar, to keep the vacant post of teachers for Class 1 to 8 on hold till the exercise of bifurcation of posts of teachers for Class 1 to 5 and Class 6-8 is completed. He also stated that the new Recruitment Rules can be notified and the recruitment drive can be initiated once the exercise is completed.
Advisor to the LG, Dr Pawan Kotwal and Commissioner/Secretary to the LG, Dr L Franklin were also present in the meeting.
