JAMMU, Dec 12: Most of the residents of Ward Number 23 of Jammu Municipal Corporation (JMC) await ownership rights on the Custodian houses and lands they were allotted some 75 years back.
Giving details about this, Pawan Singh, Councillor from the Ward claimed that this was to be done instantaneously after the abrogation of special status of J&K.
“I have also got a resolution in this regard passed in the General House Meeting of JMC but still nothing concrete materialized,” he further said.
In an exclusive interaction with the Excelsior, Pawan Singh, who politically belongs to BJP and is a second time Councillor informed that his Ward includes areas of Navi Basti, Ashok Nagar, Ram Pura, Patel Nagar and Hajipura.
He said that damaged poles and hanging wires are there in his Ward as wires of telecom and electric departments are fixed on same poles.
“Though new poles have been installed in the Ward but still the old-damaged ones were not removed by the concerned authorities,” the Councillor continued.
He claimed that there are problems in his Ward due to stray dogs.
“These canines not only litter here and there but also chase two wheelers and have created a wave of terror among the women, children and old age people,” Singh said.
The JMC Councillor said that there are 44 Safai Karamcharis in his Ward but 25 more are needed for better cleanliness in the area.
“There is very little encroachment in my Ward and there is no fresh house numbering as the only house numbering done so far in the Ward was by Food and Supply Department which is not valid now,” he said.
Pawan Singh also said that an irrigation canal flows through his Ward and there is no playground, no parking place for vehicles in the Ward while there are two Community Halls in the Ward and both are in good condition with capacity to accommodate 250 people.
“There are also two public toilets in the Ward and a Ward Office also,” he maintained adding: “There are three Nallahs in my Ward but they do not cause any flood as these are well constructed.”
Pawan Singh said that Street Lights have almost covered the entire Ward and the non-functional ones are being repaired in routine.
“I have introduced the central drain concept in my Ward in which drain is constructed in the middle of the street and by this concept life of the adjoining houses and other structures on both sides of the street increases,” he maintained adding: “So far 20 per cent drains in the Ward have been constructed in this way and in remaining five months of tenure of the elected body of JMC, the central drains will be constructed in the entire Ward.”
The Councillor said that construction and repair work of lanes is about 95 per cent complete in his Ward.
He claimed that blacktopping of roads is 100 per cent complete in the Ward.
“There is only one park in the Ward with name Vijay Park and it has all the facilities like Open Air Gym, lights, tile work etc,” Singh said claiming that there is no water and power issue in his Ward.
He informed that autos collecting garbage from households by moving from door-to-door are doing a good job and have solved the problem of garbage disposal to a large extent.
“After this service was started the garbage dumps have been reduced to a large extent in the Ward,” the JMC Councillor said.
He claimed that most of the residents of his Ward have made their Ayushman Cards while many eligible Voters have received Voter Cards and similar is the status for Domicile Certificates and Aadhar Cards there.
“Though most of the widows, physically challenged and old age persons in my Ward get pension but the newly introduced rule for these pensions exclusively to Below Poverty Line people is creating problems for others,” Councillor Pawan Singh stated.
He also said that there are 13 water coolers in his Ward to quench the thirst of passersby but no maintenance for these is there though the issue was discussed many times in the General House Meetings of JMC.
“Reports of thefts involving iron gratings from the drains have also been reported from my Ward and there are drug addicts and peddlers active in the Ward for which the police should act strictly,” he continued.
