Better late than never, after two decades of the illegal appointments and regularisations made in the Local Bodies in Kashmir division during the last over 20 years , the UT Government has ordered a probe. A Committee of officers having been constituted for the purpose must go deep into the modus operandi and find out who and at whose behest such illegal appointments were being made with total disregard to rules, regulations, procedures and transparency. The fresh probe is the second enquiry into the illegal appointments in the Urban Local Bodies Kashmir during the past 15 days.
The number of such appointments made since 2001 is over 2000 ostensibly on recommendations of the then Ministers, legislators and other Government officers who must be named and exposed . The reports that those officers making such fraudulent appointments were being transferred under a well thought of plan , to camouflage the fraud and top over it, promote them too . Such a ‘free for all’ scenario cannot be found even in small private concerns not to speak of in Government offices or those institutions run by Government funds and control. It is to be seen how fast the exercise of enquiry was completed so that such appointees were not only disengaged , entire salary etc paid recovered but responsibilities fixed and such appointing authorities including the sponsors / those who recommended brought to book . Reports that earlier probes were “managed” and political interference exerted to keep the teams from giving details should not be allowed now, not even in the least . Only then, public trust in the system will get instilled and message of zero tolerance against corruption and corrupt practices by the Government reaching all corners in the UT very loud and clear.
