Locals barred from customary extraction in nallah Mawar

Srinagar, June 5: People in north Kashmir’s Langate area today alleged that the authorities were lenient on the crusher owners operating on the banks of nallah Mawar, while the locals are barred from carrying out even the customary extraction, permitted as per the rules.
Several residents spoke to ‘Excelsior’ on the condition of anonymity, stating that the crushers in the Shanoo area, which are seven in number, are illegally procuring material from nallah Mawar and that the authorities are not taking any action to curb the practice.
“It is happening illegally, with the authorities in deep slumber; these crusher owners are influential and are managing the entire scheme very well; however, there appears to be a different rule being applied for the locals,” a villager said.
While noting the alleged illegal activities carried out by the crushers, the locals stated that even the customary extraction of sand, silt, and clay, which has been allowed as per SO 599 of the Mining Department, is also not being allowed, hitting their livelihood.
“There are clear directives in this regard stating that the manual customary extraction by local Hanjis and others is allowed with exemption from the requirement of clearances; but it appears that there is one rule for the crushers and another for the locals. Our livelihood is dependent on the extraction; we are taking a hit, facing hardships,” another local said.
Moreover, the locals also highlighted the adverse effects of the crushers operating in the area, which render nearby land that needs irrigation useless, and result in air and noise pollution.
“The operations of some of these crushers were also suspended earlier for violations, especially for the use of heavy machinery. However, after that, they started operating again using their influence,” the locals added.
It is to be noted that there are also two government schools operating in the vicinity where the crushers are located: Upper Primary School, Shatgund Payeen, and Government School Tulwari.
”As of now, even if we do the customary extraction from the nallah, the vehicles are seized by the concerned authorities, and to get the vehicles back, the people have to pay huge fines, which is an injustice.”
The concerned District Mineral Officer (DMO), who is holding an additional charge of DMO Kupwara, said the concerned parties need to obtain certain NOCs before they can be allowed to do extraction. “Moreover, I will look into the matter and ensure whatever is necessary,” he assured.
