Long disappointing wait

The practice is to rush to laying foundation stone for new projects of public importance but never to ask if at all these projects would be completed. The case in point is of three hospitals. First the District Hospital Doda sanctioned by the Union Minister for Health under NRHM way back in 2006 with a cost estimate of 18.07 crore which, having jumped three deadlines, is now estimated at 40.40 crore. Same is true of Rajouri District Hospital which remains incomplete after raising just two of the three structures under plan. The four-fold escalation of construction cost is further aggravated by adding additional structures not taken into account originally. This all makes a huge mess of the very concept of promotion of health services in the State especially in districts which are already marked as poor or backward. There is a big gap between conceptualization of a plan and its execution. It has shaken the trust of people in the promises and efforts of the Government. The rush on Jammu city hospitals both Government and private cannot be controlled as long as district hospitals remain a far off cry. The Government needs to think over the consequences of forcing people to accept long disappointing wait.
