The Government of the UT of Jammu and Kashmir has expressed concern over the low disposal of e-office files in various administrative departments and offices of the Head of the Department and Deputy Commissioners. The Information Technology Department provided information on the disposal of e-office files by the concerned offices, and it was revealed that several HoD offices, including Deputy Commissioner offices, had a suboptimal number of disposed e-office files. The Chief Secretary took serious note of this and directed the Commissioner Secretary of the Information Technology Department and GAD to investigate the reasons behind this issue and submit a detailed report.
The successful transition to e-governance in place of the annual Darbar move serves as evidence that online disposal of files is achievable, resulting in significant cost savings. With the implementation of automatic redressal through online mode the noncompliance after a specified period, and subsequent automatic escalation to the next level of appellate review if still unresolved, the system provides a structured approach to address pending matters. The government’s commitment to digitalization is driven by the vision of providing efficient and accessible services to all residents, thereby enhancing transparency, reducing bureaucracy, and improving the overall governance experience. The decision to provide all services online and reassess the performance of employees based on file disposal is a strategic move aimed at improving administrative efficiency. By directing the Administrative Secretary of the General Administration Department to analyse the reasons for the low disposal of files in the Administrative Departments, the Chief Secretary is taking proactive steps to identify the underlying issues and address them effectively. Reassigning employees who have handled fewer than 100 files in six months to other suitable tasks will be the right step, as this approach allows for a better allocation of resources and personnel, ensuring that the workforce is appropriately utilised for the benefit of the organisation and its objectives.
By emphasising the importance of online services, the Chief Secretary recognises the potential benefits of digitalization and the convenience it offers the public. Not only this, the government has also introduced the use of the Smart Performance Appraisal Report Recording Online Window (SPARROW) Portal for Annual Performance Reports (APRs) and the Employee Performance Monitoring Portal. Payments and approvals are also now conducted through online channels, making it easier to track the progress of files and identify any bottlenecks in the system.
To further enhance connectivity and accessibility, the administration is actively working on improving mobile network connectivity throughout the region. Approvals for the installation of thousands of new mobile towers are being ensured, and regular feedback from mobile operators is being sought, especially regarding mobile connectivity in remote areas. These efforts are aimed at ensuring that no individual is left behind in the digitization of Jammu and Kashmir.
Despite these advancements, the fact that a substantial number of employees are not taking the instructions seriously is a matter of grave concern. It suggests that further measures may be required to ensure compliance and accountability at all levels of the administration. The primary goal of online e-files and services is to streamline the administration and ensure the seamless delivery of services to citizens without any unnecessary obstacles. The introduction of these digital systems is supposed to eliminate the need for individuals to navigate bureaucratic hurdles and visit multiple offices for file clearance. From application submission to application disposal, the entire process is now automated.
The government has established defined timeframes to ensure prompt resolution of applications and requests, emphasising the need for timely clearance of files. The Chief Secretary has requested a weekly report to stay informed on this. All employees must recognise the government’s strong commitment to this issue and understand that any form of negligence or complacency is unacceptable now.
