Maintain parity between pensioners

Sir,
In the implementation of CAT decision in respect of Central Govt. Pensioners, Family Pensioners, the Central Govt has maintained parity between the pre and post 1.1.2006 pensioners, family pensioners on account of their release of 10% left over pensionary benefits w.e.f. 1.1.2006. But the State Govt. inspite of issuance of Govt Order No. 57-F of 2003 dated 11.3.2013 for thesaid purpose w.e.f. 1.1.2006 has disturbed the parity between pre and post 1.1.2006 pensioners in respect of payment of their 10% left over pensions/dues w.e.f. 1.1.2006 to 31.12. 2012.
These being arrears have been disallowed by the Govt and step up pension has been allowed only w.e.f. 1.1.2013 which is a sheer discrimination between the pre and post pensioners of 1.1.2006 when similar pensionary benefits have been allowed w.e.f. 1.1.2006  in favour of all the post 1.1.2006 pensioners/family pensioners of the State. There seems no logic before the State Govt to allow monetary benefits to one section of the pensioner and disallow the same to others of the same class category and grade owned by the pensioners which is beyond the parameter of justice, equity and fairplay for which Govt should reconsider to maintain parity between the pre and post 1.1.2006 pensioners/family pensions and Govt order issued dated 11.3.2013 needs to be modified accordingly for the welfare of the senior citizens/old pensioners before the affected pensioners come to street to fight against the  injustice met out to them by the State Govt.
